হুমকিতে তালতলীর ‘শুভ সন্ধ্যা’ সৈকত ও বনাঞ্চল

বর্ষা মৌসুমের শুরু থেকে তীব্র ভূমি ক্ষয়ে হুমকির মুখে পড়েছে বরগুনার তালতলী উপজেলার সম্ভাবনাময় ‘শুভ সন্ধ্যা’ সমুদ্র সৈকত। হারিয়ে যাচ্ছে সৈকতের সৌন্দর্য্য বর্ধনকারী ঝাউবন। টানা বৃষ্টি ও জোয়ারের তীব্র স্রোতে সৈকতের কোল ঘেঁষা ঝাউ গাছের নিচ থেকে বালু সরে যাওয়াতে ভেঙে গেছে দুই কিলোমিটার এলাকা। স্থানীয়রা সমুদ্র সৈকতটি রক্ষার জন্য প্রয়োজনীয় পদক্ষেপ নেওয়ার দাবি জানিয়েছেন। 

জানা গেছে, ২০১৭ সালে সাবেক ইউএনও বদরুদ্দোজা শুভর নাম অনুসারে সৈকতটির নামকরণ করা হয়। এই উপজেলার নলবুনিয়া একায় বিশাল বালুভূমিতে শুভ সন্ধ্যা পিকনিক স্পট নামকরণ করা হয়। এরপর বেশি সময় লাগেনি এটা পর্যটন কেন্দ্রে রূপ নিতে। এখানে প্রতিদিন দেশ বিদেশ থেকে হাজারও পর্যটক আসেন। ইতোমধ্যেই শুরু হয়েছে পর্যটন এলাকার রাস্তা নির্মাণের কাজ। ঝাউ বাগানের ভেতর দিয়ে কিছু দূর হেঁটে গেলেই দেখা যাবে বিশাল বালু ভূমি, যা খুবই দৃষ্টিনন্দন। 

রবিবার (১৮ আগস্ট) শুভ সন্ধ্যা সমুদ্র সৈকত ঘুরে দেখা গেছে, সৈকতের প্রতিটি ঝাউ গাছের নিচ থেকে বালু সরে গেছে। সৈকত ঘেঁষা বনাঞ্চলের বিভিন্ন প্রজাতির শত শত গাছ উপড়ে পড়ে আছে। এভাবে ভূমিক্ষয় অব্যাহত থাকলে এ পর্যটন এলাকা দ্রুত বিলুপ্ত হবে। এতে একদিকে যেমন পরিবেশ ভারসাম্যহীন হয়ে পড়বে অপর দিকে পর্যটক শূন্য হয়ে যাবে সৈকতটি। 

তালতলী রেঞ্জের বন কর্মকর্তা নয়ন মিত্র পিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, ‘প্রতি বছরই বর্ষা ও জোয়ারের স্রোতে ভাঙতে ঝাউ বাগান। এ বিষয়ে পানি উন্নয়ন বোর্ড কর্তৃপক্ষের কাছে চিঠি দেওয়া হয়েছে। আশা করছি, খুব দ্রুত জিও ব্যাগ দিয়ে এলাকাটি বাঁধাই করা হবে।’ 

Bangladesh's Sirajganj power plant connects to grid

The Sirajganj combined-cycle power plant (CCPP) project in Bangladesh was connected to the grid and began its commissioning on March 19, 2019. 

The grid connection marks another milestone for the project after the steam-line blowing, and lays a solid foundation for subsequent performance tests and the project handover. 

Constructed by SEPCO III, a subsidiary of POWERCHINA, the 414MW plant is part of the company’s efforts to implement the Belt and Road Initiative and also its first energy project in Bangladesh. It is a significant milestone in encouraging more Chinese electric power companies to tap into the overseas market, and has also boosted China-Bangladesh cooperation in the energy sector. 

During the construction, the project has offered more than 3,000 job opportunities to local residents to ease the employment pressure, and trained talent for industrial upgrading. 

Additionally, this project has had a significant development impact by alleviating Bangladesh’s electricity shortages, helping the country meet its growing demand for power, and providing clean and efficient energy to Bangladesh’s growing economy. 

TIB worried about setting up power plant without DoE clearance

Transparency International Bangladesh (TIB) has expressed grave concern over the initiative of setting up a coal-fired power plant at Tengragiri reserve forest in Barguna and Power Development Board’s (PDB) signing a power purchase agreement (PPA) with the construction firm without any clearance from Department of Environment (DoE). 
 
At the same time, the organization has demanded immediate cancellation of the initiative risky for nature and lives. 
 
In a statement issued on Monday TIB Executive Director Dr Iftekharuzzaman referred to media reports that a local firm ISOTECH and two other foreign organizations are setting up a coal based 307 megawatt power plant within a kilometer of Tengragiri forest without DoE clearance. 
 
PDB has already signed a 25-year long PPA to buy power from this plant, he added. 
 
Mentioning that the coal plant move was taken violating the section 7 (4) of Environment Conservation Act, 1997, TIB executive director said, according to the environment law it is forbidden to set up any industrial unit within 10 kilometers of reserve forest. He said taking up of such an initiative with the participation of government organization is a matter of grave concern for the country. 
 
Claiming the initiative risky for nature and lives, Dr Iftekharuzzaman urged the government to cancel such destructive initiative as soon as possible and take necessary actions in this regard. 
 
Tengragiri, known as the second Sundarbans of the country, was declared as a sanctuary of wild animals by the Environment and Forest Ministry in October, 2010. The forest was once a part of the Sundarbans and was declared as a reserved forest area in 1960. The forest has around 40 animal species and different kinds of plants. 
 
If effective steps are not taken immediately to stop setting up the coal-fired power plant at Tengragiri reserve forest, the forest would be on the verge of extinction. 
 

৪ হাজার কোটি টাকায় বরগুনায় ৩৫০ মেগাওয়াট বিদ্যুৎকেন্দ্র

প্রায় সাড়ে চার হাজার কোটি টাকা ব্যয়ে বরগুনা জেলায় ৩৫০ মেগাওয়াট বিদ্যুৎকেন্দ্র নির্মাণ হচ্ছে। ২০২২ সালের শুরু থেকেই উৎপাদনে যাবে কয়লাভিত্তিক প্রতিষ্ঠানটি। 
৩০০ একর জমির ওপর নির্মিতব্য বিদ্যুৎকেন্দ্রটি সরকারকে ২৫ বছর বিদ্যুৎ সরবরাহ করা হবে। প্রতি ইউনিট বিদ্যুতের দর ধরা হয়েছে ৬ দশমিক ৭৭ টাকা (প্রতিটন কয়লার দর ১২০ ডলার হিসেবে)। তবে কয়লার দরের সঙ্গে সামঞ্জস্য রেখে প্রতি ইউনিট বিদ্যুতের সর্বনিম্ন দাম পড়বে ৪ টাকা। সাড়ে তিন হাজার লোকের কর্মসংস্থানের সুযোগ সৃষ্টি হবে এই প্রকল্পে। 
বৃহস্পতিবার জাতীয় সংসদ ভবনে অনুষ্ঠিত বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদ মন্ত্রণালয় সম্পর্কিত স্থায়ী কমিটির ৪৬তম বৈঠকে এসব তথ্য জানানো হয়। বৈঠকে কুইক রেন্টাল বিদ্যুৎকেন্দ্র এবং বাস্তবায়নাধীন কয়লাভিত্তিক কেন্দ্রসমূহের বাস্তবায়ন অগ্রগতি নিয়ে আলোচনা হয়। 
রামপাল বিদ্যুৎকেন্দ্রের অগ্রগতি সন্তোষজনক এবং এটি আগামী বছর থেকে উৎপাদনে যেতে পারবে বলে বৈঠকে জানানো হয়। 
বৈঠকে সূত্র জানায়, গত দুই বছরে বেসরকারি বেশ কয়েকটি কোম্পানি সরকারের সঙ্গে বিদ্যুৎ প্লান্ট নির্মাণের চুক্তি করলেও অনেক কোম্পানির কাজের গতি সন্তোষজনক নয়। এজন্য এসব কোম্পানির কাজের গতি বাড়ানোর সুপারিশ করেছে সংসদীয় কমিটি। 
তবে বরগুনার ওই বিদ্যুৎকেন্দ্র নির্মাণের গতি সন্তোষজনক। উৎপাদন শুরুর পর জাতীয় গ্রিডে যুক্ত হবে ন্যূনতম ৩০৭ মেগাওয়াট বিদ্যুৎ। 
বিদ্যুৎ বিভাগের বিকল্প কাউন্সিলর অফিসার স্বাক্ষরিত সংসদীয় কমিটিতে উত্থাপিত প্রতিবেদনে জানা যায়, ২০১৭ সালে কয়লা আমদানি করে প্লান্ট চালানোর জন্য সরকারের সঙ্গে চুক্তি করেছিল মাতারবাড়ি ১২০০ মেগাওয়াট বিদ্যুৎ কেন্দ্র। এটির অগ্রগতি ১৮ শতাংশ। আর বরগুনা জেলায় কয়লাভিত্তিক ৩৫০ মেগাওয়াট ২২ শতাংশ। 
বরিশাল ইলেকট্রিক পাওয়ার কোম্পানি লিমিটেড নামের প্রকল্পটি চলতি বছরের ১২ এপ্রিলে বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ড ও বাংলাদেশ সরকারের সঙ্গে বিদ্যুৎ ক্রয় সংক্রান্ত (পার্চেস এগ্রিমেন্ট ও ইমপ্লিমেন্টেশন) চুক্তি করে। এটি যৌথভাবে বাস্তবায়ন করছে চীনের ‘পাওয়ার চায়না রিসোর্স লিমিটেড’ ও বাংলাদেশের আইসোটেক গ্রুপের সহযোগী প্রতিষ্ঠান ‘আইসোটেক ইলেট্রিফিকেশন কোম্পানি লিমিটেড’। 
জানা যায়, মোট প্রকল্প ব্যয় ধরা হয়েছে প্রায় সাড়ে ৪ হাজার কোটি টাকা (৫৪০ মিলিয়ন মার্কিন ডলার)। মোট ৩০০ একর জমির ওপর নির্মিতব্য এই প্লান্ট থেকে চুক্তি অনুযায়ী সরকারকে ২৫ বছর বিদ্যুৎ সরবরাহ করা হবে। প্রতি ইউনিট বিদ্যুতের দর ধরা হয়েছে ৬ দশমিক ৭৭ টাকা (প্রতিটন কয়লার দর ১২০ ডলার হিসেবে)। তবে কয়লার দরের সঙ্গে সামঞ্জস্য রেখে প্রতি ইউনিট বিদ্যুতের সর্বনিম্ন দাম পড়বে ৪টাকা। 
নির্মাণাধীন এই বিদ্যুৎ কেন্দ্রটির দূরত্ব টেংরাগীরি সংরক্ষিত বনাঞ্চল (ফাতরার চর) থেকে ন্যূনতম ৬.৩৮ কিলোমিটার এবং সুন্দরবন থেকে ২১ কিলোমিটার দূরে অবস্থিত। ফলে সংরক্ষিত বনাঞ্চল থেকে দুই কিলোমিটার এবং সুন্দরবন (ওয়ার্ল্ড হেরিটেজ) থেকে ১০ কিলোমিটার দূরে হওয়ায় ইতোমধ্যে বন বিভাগের অনাপত্তিপত্র পেয়েছে আইসোটেক। 
এছাড়া নির্মাণাধীন প্রকল্প এলাকায় সরকারি কোনো খাস জমি নেই মর্মে ভূমি অফিস থেকে এবং প্রকল্প এলাকায় বন বিভাগেরও কোনো জমি নেই বলে বনবিভাগ ছাড়পত্র দিয়েছে। ইতোমধ্যে পরিবেশ অধিদফতরের অবস্থানগত সার্টিফিকেট পাওয়ায় জমি অধিগ্রহণ, জমি ক্রয়, বাঁধ নির্মাণ, মাটি ভরাট করে স্থাপনা নির্মাণের কাজ দ্রুত এগিয়ে চলেছে। এসব কাজ শেষে দেয়া হবে স্থাপনা নির্মাণের ছাড়পত্র। 
এ বিষয়ে জানতে চাইলে আইসোটেক গ্রুপের ব্যবস্থাপনা পরিচালক মো. মঈনুল আলম বৃহস্পতিবার টেলিফোনে জাগো নিউজকে বলেন, ডিজিটাল বাংলাদেশ নির্মাণ এবং টেকসই উন্নয়ন লক্ষ্যমাত্র অর্জনের জন্য বিদ্যুৎ একটি প্রধান উপাদান। উন্নত দেশ হিসেবে বিশ্বের কাছে নিজেদের তুলে ধরার জন্য সরকার কাজ করে যাচ্ছে। 
এজন্য বিদ্যুৎ অপরিহার্য। তাই আমারও এ ধরনের প্রকল্প হাতে নিয়েছি। তবে পরিবেশের যাতে কোনো ক্ষতি না হয় সেটাকে আমরা সর্বোচ্চ অগ্রাধিকার দিচ্ছি। আর সেখানকার এলাকাবাসীর জন্য পুনবার্সন চলছে। 
তিনি বলেন, প্রকল্পটি বৈদেশিক অর্থায়নে নির্মিত হওয়ায় সেহেতু নিয়ম-নীতির ব্যত্যয় ঘটানোর সুযোগ নেই। প্রকল্পটি বাংলাদেশ সরকারের অগ্রাধিকারভিত্তিক প্রকল্পের অংশ হিসেবে নির্মিত হচ্ছে। 
সংসদীয় কমিটিতে জানানো হয়, প্রকল্প এলাকায় বসবাসকারী অধিবাসীদের পুনবার্সন করার জন্য সাড়ে ৩ একর জমি কেনা হয়েছে। সেখানে পানি উন্নয়নের বোর্ডের জমিতে ১০৪টি পরিবার বসবাস করে। সেই ১০৪ জনের প্রত্যেককে ৫ শতক করে জমি রেজিস্ট্রি করে দেয়া হবে। 
প্রতিষ্ঠানটির পরিচয়ে বলা হয়- ‘পাওয়ার চায়না রিসোর্স লিমিটেড’ কয়লাভিত্তিক বিদ্যুৎ উৎপাদনে বিশ্বখ্যাত প্রতিষ্ঠান। তারা অস্ট্রেলিয়া, পাকিস্তান, ব্রাজিল, আর্জেন্টিনা, ইন্দোনেশিয়া, ভিয়েতনাম, কম্বোডিয়াসহ বিশ্বের বেশ কিছু দেশে দক্ষতার সঙ্গে কয়লা দিয়ে বিদ্যুৎ উৎপাদন করছে। এসব দেশে প্রায় ৩০ হাজার মেগাওয়াট কয়লাভিত্তিক বিদ্যুৎ উৎপাদন করছে প্রতিষ্ঠানটি। 
এ বিষয়ে আইসোটেক গ্রুপের মিডিয়া অ্যাডভাইজার ফিরোজ চৌধুরী জাগো নিউজকে বলেন, ওই এলাকায় শুধু বিদ্যুৎ প্লান্ট নয়, সেখানে কর্মরতদের ও স্থানীয়দের জন্য ৫০ শয্যার হাসপাতাল হবে। স্কুল, কলেজ, মসজিদ, মাদরাসা, মন্দির করা হবে। এই বিদ্যুৎ কেন্দ্রটিতে সাড়ে ৩ হাজার লোকের কর্মসংস্থানের সুযোগ সৃষ্টি হবে। আর সুপেয় পানিরও ব্যবস্থা করা হবে। 
বৈঠক কমিটির সভাপতি মো. তাজুল ইসলামে এমপির সভাপতিত্বে কমিটির সদস্য ও সংসদের হুইপ মো. আতিউর রহমান আতিক এমপি এবং এম এ লতিফ এমপি বৈঠকে অংশ নেন।

প্রায় সাড়ে ৪ হাজার কোটি টাকা ব্যয়ে বরগুনা জেলায় একটি বিদ্যুৎকেন্দ্র নির্মাণ করা হচ্ছে। এতে প্রতিদিন ৩৫০ মেগাওয়াট বিদ্যুৎ উৎপাদনের লক্ষ্য ধরা হয়েছে। ২০২২ সালের শুরু থেকেই উৎপাদনে যাবে কয়লাভিত্তিক এ প্রতিষ্ঠানটি। ৩০০ একর জমির ওপর নির্মিতব্য বিদ্যুৎকেন্দ্রটি সরকারকে ২৫ বছর বিদ্যুৎ সরবরাহ করবে। প্রতি ইউনিট বিদ্যুতের মূল্য ধরা হয়েছে ৬ দশমিক ৭৭ টাকা (প্রতি টন কয়লার দর ১২০ ডলার হিসেবে)। তবে কয়লার দরের সঙ্গে সামঞ্জস্য রেখে প্রতি ইউনিট বিদ্যুতের সর্বনিম্ন দাম পড়বে ৪ টাকা। সাড়ে তিন হাজার লোকের কর্মসংস্থানের সুযোগ সৃষ্টি হবে এ প্রকল্পে।

সংসদীয় কমিটিতে জানানো হয়, প্রকল্প এলাকায় বসবাসকারী অধিবাসীদের পুনর্বাসন করার জন্য সাড়ে তিন একর জমি কেনা হয়েছে। সেখানে পানি উন্নয়ন বোর্ডের জমিতে ১০৪টি পরিবার বসবাস করে। সেই ১০৪ জনের প্রত্যেককে ৫ শতক করে জমি রেজিস্ট্রি করে দেওয়া হবে।

এছাড়া বৈঠকে জানানো হয় বড়পুকুরিয়া কয়লা খনি থেকে কয়লা উত্তোলন বর্তমানে অব্যাহত রয়েছে। বিদ্যমান চুক্তির আওতায় ২০২১ সাল পর্যন্ত এখান থেকে ৩.২০৫ মিলিয়ন মেট্রিক টন কয়লা উত্তোলন সম্ভব হবে। এরপর বড়পুকুরিয়া কয়লা খনির উত্তর অংশে ১.৫ বর্গকিলোমিটার এবং দক্ষিণে ৩ বর্গকিলোমিটার মজুত এলাকা থেকে কয়লা উত্তোলনের মাধ্যমে চাহিদা পূরণের উদ্যোগ নেওয়া হবে।

বৈঠকে বিদ্যুৎ বিভাগের সচিব, জ্বালানি ও খনিজ সম্পদ বিভাগের সচিবসহ বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদ মন্ত্রণালয় এবং জাতীয় সংসদ সচিবালয়ের ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।

সরকারি-বেসরকারি প্রচেষ্টায় গত এক দশকে বাংলাদেশের বিদুৎ উৎপাদন নজিরবিহীন বেড়েছে। প্রতিটি গ্রামে বিদ্যুতায়নের লক্ষ্যে এখাতে বিনিয়োগবান্ধব পরিবেশ তৈরি করেছে সরকার। ফলে একের পর এক দেশি-বিদেশি কোম্পানি নির্বিঘ্নে বিনিয়োগ করছে এখাতে। এরই ধারাবাহিকতায় বরগুনায় ৩৫০ মেগাওয়াট বিদ্যুৎকেন্দ্র নির্মাণে এগিয়ে এসেছে আইসোটেক গ্রুপ। 
এ গ্রুপের সহযোগী প্রতিষ্ঠান আইসোটেক ইলেকট্রোফিকেশন কোম্পানি লিমিটেড বরগুনা জেলার তালতলী উপজেলার ছোট নিশানবাড়ীয়ায় নির্মাণ করতে যাচ্ছে এই বিদ্যুৎ প্রকল্প। আগামী ২০২২ সালের শুরু থেকেই উৎপাদনের লক্ষ্য নিয়ে কাজ করে যাচ্ছে আইসোটেক। উৎপাদন শুরুর পর জাতীয় গ্রিডে যুক্ত হবে নূন্যতম ৩০৭ মেগাওয়াট বিদ্যুৎ। 
চলতি বছরের ১২ এপ্রিল বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ড ও বাংলাদেশ সরকারের সঙ্গে বিদ্যুৎ ক্রয় সংক্রান্ত (পার্চেস এগ্রিমেন্ট ও ইমপ্লিমেন্টেশন) চুক্তি সম্পন্ন করেছে আইসোটেক। প্রকল্পটি যৌথভাবে বাস্তবায়ন করছে চীনের ‘পাওয়ার চায়না রিসোর্স লিমিটেড’ ও বাংলাদেশের আইসোটেক গ্রুপের সহযোগী প্রতিষ্ঠান ‘আইসোটেক ইলেট্রিফিকেশন কোম্পানি লিমিটেড’। প্রকল্পটি ‘বরিশাল ইলেকট্রিক পাওয়ার কোম্পানি লিমিটেড’ নামে পরিচালিত হবে। মোট প্রকল্প ব্যয় ধরা হয়েছে প্রায় সাড়ে চার হাজার কোটি টাকা (৫৪০ মিলিয়ন মার্কিন ডলার)। মোট ৩০০ একর জমির উপর নির্মিতব্য এই প্লান্ট থেকে চুক্তি অনুযায়ী সরকারকে ২৫ বছর বিদ্যুৎ সরবরাহ করা হবে। 
নির্মাণাধীন এই বিদ্যুৎ কেন্দ্রটির দূরত্ব টেংরাগীরি সংরক্ষিত বনাঞ্চল (ফাতরার চর) থেকে ন্যূনতম ৬.৩৮ কিলোমিটার এবং সুন্দরবন থেকে ২১ কিলোমিটার দূরে অবস্থিত। ফলে সংরক্ষিত বনাঞ্চল থেকে দুই কিলোমিটার এবং সুন্দরবন (ওয়ার্ল্ড হেরিটেজ) থেকে ১০ কিলোমিটার দূরে হওয়ায় ইতোমধ্যে বন বিভাগের অনাপত্তিপত্র পেয়েছে আইসোটেক। এছাড়া নির্মানাধীন প্রকল্প এলাকায় সরকারি কোনো খাস জমি নেই মর্মে ভূমি অফিস থেকে এবং প্রকল্প এলাকায় বন বিভাগেরও কোনো জমি নেই বলে বনবিভাগ ছাড়পত্র দিয়েছে। 
ইতোমধ্যে পরিবেশ অধিদপ্তরের অবস্থানগত সার্টিফিকেট পাওয়ায় জমি অধিগ্রহণ, জমি ক্রয়, বাঁধ নির্মাণ, মাটি ভরাট করে স্থাপনা নির্মাণের কাজ দ্রুত এগিয়ে চলেছে। এসব কাজ শেষে দেওয়া হবে স্থাপনা নির্মাণের ছাড়পত্র। 
আইসোটেক গ্রুপের ব্যবস্থাপনা পরিচালক (এমডি) মো. মঈনুল আলম বলেন, সরকারের সকল নিয়ম-নীতি অনুসরণ করে এই প্রকল্পটি বাস্তবায়নের কাজ দ্রুত এগিয়ে চলেছে। কারণ, সরকারের সাথে চুক্তি অনুযায়ী পাওয়ার প্লান্টটির নির্মাণ কাজ ৪৫ মাসের মধ্যে শেষ করতে। এ প্রকল্প বাস্তবায়নে মাননীয় প্রধানমন্ত্রী শেখ হাসিনা, বিদ্যুৎ মন্ত্রণালয়, ভূমি মন্ত্রণালয়, পরিবেশ ও বন মন্ত্রণালয়, বিআইডাব্লিউটিএ ও স্থানীয় প্রশাসন প্রত্যক্ষভাবে সহোযেগিতা করে যাচ্ছে। এজন্য আমি মাননীয় প্রধানমন্ত্রীসহ সকলের প্রতি কৃতজ্ঞতা প্রকাশ করছি। 
তিনি আরো বলেন, প্রকল্পটি সফলভাবে সমাপ্ত করতে সংশ্লিষ্ট অঞ্চলের জনগণও সাহায্য করছে। সবার সাহায্য সহযোগিতা না পেলে এত বড় কাজ নির্দিষ্ট সময়ের মধ্যে শেষ করা সম্ভব নয়। আমরা আশা করছি, সবার সহযোগিতা নিয়ে দ্রুত সময়ের মধ্যে বাংলাদেশের ন্যাশনাল গ্রিডে ৩০৭ মেগাওয়াট বিদ্যুৎ সরবরাহ করতে পারবো। 
দেশে বিদ্যুতের গুরুত্বের কথা উল্লেখ করে মঈনুল আলম বলেন, বাংলাদেশ ইতোমধ্যে মধ্যম আয়ের দেশে উন্নীত হয়েছে। এই অর্জন ধরে রেখে উন্নত দেশের কাতারে যেতে আমাদের অনেক বেশি উন্নয়নমুখী হতে হবে। প্রধানমন্ত্রী শেখ হাসিনার উদ্যোগ ‘ঘরে ঘরে বিদ্যুৎ’ স্লোগানকে বাস্তবায়নের লক্ষ্যে তিনশত সাত মেগাওয়াট বিদ্যুৎ জাতীয় গ্রিডে যোগ করতে সর্বাত্মক চেষ্টা চালিয়ে যাচ্ছি। 
পাওয়ার প্লান্টটি নির্মাণ হলে এলাকায় ব্যাপক কর্মসংস্থানের সৃষ্টি হবে বলে জানান আইসোটেক গ্রুপের মিডিয়া এডভাইজার সিনিয়র ফটো সাংবাদিক ফিরোজ চৌধুরী। তিনি বলেন, এই বিদ্যুৎ কেন্দ্রটিতে সাড়ে তিন হাজার লোকের কর্মসংস্থানের সুযোগ সৃষ্টি হবে। এছাড়া এ অঞ্চলের জনগণের কথা চিন্তা করে প্রকল্প এলাকায় স্কুল, কলেজ, হাসপাতাল ও বিভিন্ন ধর্মীয় প্রতিষ্ঠান গড়ে তোলা হবে। যেহেতু এলাকার পানি লবনাক্ত সেহেতু গভীর নলকূপ স্থাপনের মাধ্যমে স্থানীয়দের জন্য সুপেয় পানির ব্যবস্থা করা হবে। ইতোমধ্যেই প্রকল্প এলাকায় নানামুখী সমাজ কল্যাণমূলক কার্যক্রম শুরু করেছে আইসোটেক গ্রুপ। 
মো. মঈনুল আলম বলেন, যেহেতু প্রকল্পটি বৈদেশিক অর্থায়নে নির্মিত হচ্ছে সেহেতু নিয়ম নীতির ব্যত্যয় ঘটানোর সুযোগ নেই। প্রকল্পটি বাংলাদেশ সরকারের অগ্রাধিকারভিত্তিক প্রকল্পের অংশ হিসেবে নির্মিত হচ্ছে। 
উল্লেখ্য, বর্তমান সরকারের ক্ষমতা গ্রহণের পর থেকে এ পর্যন্ত ৮ হাজার ৮১৯ মেগাওয়াট ক্ষমতাসম্পন্ন ৮৮টি বিদ্যুৎকেন্দ্র নির্মাণ করা হয়েছে। ২০০৯ সালের জানুয়ারি থেকে গত বছরের ডিসেম্বর পর্যন্ত ২১ হাজার ৬৫৯ মেগাওয়াট ক্ষমতাসম্পন্ন ১১৪টি বিদ্যুৎ কেন্দ্র নির্মাণের চুক্তি হয়েছে। বর্তমানে মোট ১৩ হাজার ৭৭১ মেগাওয়াট ক্ষমতাসম্পন্ন ৪৭টি বিদ্যুৎ কেন্দ্র নির্মাণাধীন। আর এ কেন্দ্রগুলো ২০১৮ থেকে ২০২৪ সালের মধ্যে পর্যায়ক্রমে চালু হবে। এছাড়া ৫ হাজার ৯২ মেগাওয়াটের ৩০টি বিদ্যুৎ কেন্দ্র নির্মাণের দরপত্র প্রক্রিয়াধীন। যেগুলো ২০১৮ থেকে ২০২২ সালের মধ্যে পর্যায়ক্রমে চালু হবে। 

গরিবের ভিটায় বিদ্যুৎকেন্দ্র

সাংবাদিক এসেছে শুনে বহু দূরের পথ একপ্রকার দৌড়ে এসেছেন বৃদ্ধা। কাছে এসে আর কথা বলতে পারলেন না, পড়ে গেলেন মাটিতে। কোনোমতে বললেন, ‘আমি কোথায় থাকব? কীভাবে বাঁচব?’ এই আর্তি বরগুনার তালতলীর ছোট নিশানবাড়িয়ার অংকুজান গ্রামের ভূমিহীন খবিরুন্নেসার। 
এই বৃদ্ধার মতো অংকুজান গ্রামের ৪৫০ পরিবারের কয়েক হাজার মানুষ ঘরবাড়ি হারানোর শঙ্কায় দিন পার করছেন। ওই গ্রামের ভূমিহীনদের ৩১০ একর জমির ওপর আইসোটেক ইলেকট্রিফিকেশন কোম্পানি’র ৩০৭ মেগাওয়াট কয়লাভিত্তিক বিদ্যুৎকেন্দ্র নির্মাণের কাজ চলছে। 
সম্প্রতি সরেজমিনে দেখা যায়, পায়রা নদীর মোহনায় কয়লাভিত্তিক বিদ্যুৎকেন্দ্র নির্মাণের সাইনবোর্ড। খোট্টার চর হিসেবে পরিচিত এ এলাকায় বসবাসরত সবাই সাগর ও নদীতে মাছ ধরে জীবিকা নির্বাহ করেন। বিদ্যুৎকেন্দ্রের সীমানা লাগোয়া বন বিভাগের সৃজিত বনভূমি রয়েছে। 
এ প্রকল্প থেকে দেশের দ্বিতীয় বৃহত্তম শ্বাসমূলীয় সংরক্ষিত বন টেংরাগিরির দূরত্ব চার কিলোমিটারের কম। আর নদীর ওপারে বরগুনার পাথরঘাটার সংরক্ষিত লালদিয়া বনের দূরত্ব এক কিলোমিটারের কম। 
জানা গেছে, কয়লাভিত্তিক বিদ্যুৎকেন্দ্রটি নির্মাণের জন্য এখনো পরিবেশ অধিদপ্তরের চূড়ান্ত অনুমতি বা পরিবেশগত প্রভাব সমীক্ষা (ইআইএ) নেয়নি আইসোটেক। পরিবেশের জন্য লাল ক্যাটাগরির অতিবিপজ্জনক তালিকায় থাকা কয়লাভিত্তিক বিদ্যুৎকেন্দ্রের কাজ শুরু করতে হলে ইআইএর অনুমোদন নেওয়া বাধ্যতামূলক। আইসোটেক এসব আইন অমান্য করে সেখানে মাটি ভরাটের কাজ শুরু করেছে। 
এলাকাবাসী জানায়, নব্বইয়ের দশকের শেষের দিকে পায়রা নদী থেকে খোট্টারচর জেগে ওঠার পর সেখানে স্থানীয় ভূমিহীন দরিদ্র মানুষ বাস শুরু করে। এরপর বরগুনার জেলা প্রশাসক ২০০২ সালে ৯৯ বছরের জন্য পরিবারপ্রতি এক একর জমি ইজারা দিয়েছেন। আইন অনুযায়ী এ জমি কেউ বিক্রি করতে পারবে না। 
জানতে চাইলে বরগুনার জেলা প্রশাসক মো. মোখলেছুর রহমান প্রথম আলোকে বলেন, এটি পায়রা নদীর তীরে জেগে ওঠা নদীর জমি। নদীর জায়গা মূলত সরকারের। সরকারি জমি বিভিন্ন সময় অধিগ্রহণ করে বিভিন্ন প্রকল্পে দেওয়া হয়। তবে সে ক্ষেত্রে আইন মেনে আবেদন করতে হয়। বিদ্যুৎকেন্দ্র কোম্পানির কাছ থেকে এ ধরনের কোনো আবেদন পাওয়া যায়নি। 
এ ছাড়া গত ২৯ মে হাইকোর্ট অংকুজান গ্রামে সরকারি খাসজমিতে ৩০৭ মেগাওয়াটের কয়লাভিত্তিক বিদ্যুৎকেন্দ্রটি নির্মাণের স্থগিতাদেশ দেন। সম্প্রতি সরেজমিনে দেখা যায়, ১৪টি মাটি কাটার যন্ত্র দিয়ে প্রস্তাবিত বিদ্যুৎকেন্দ্রের জায়গা ভরাট করা হচ্ছে। 
নিশানবাড়িয়া ইউনিয়ন পরিষদের প্যানেল চেয়ারম্যান মো. রফিকুল ইসলাম বলেন, ‘আমরা তাঁদের বলেছিলাম আদালতের নিষেধাজ্ঞা আছে, মাটি কাটা বন্ধ রাখুন। তাঁরা সেটি না শুনেই মাটি ফেলার কাজ করছে। এ জায়গাটি বহুদিন ধরে ভূমিহীনরা সরকারের কাছ থেকে ইজারা নিয়ে ভোগদখল করছে, সেটি বেসরকারি কোম্পানি কী করে দখল করে নিয়ে যায়?’ 
এসব অভিযোগ সম্পর্কে জানতে চাইলে আইসোটেকের ব্যবস্থাপনা পরিচালক মো. মনিরুল ইসলাম প্রথম আলোকে বলেন, ‘আমি বিভিন্ন ব্যক্তির কাছ থেকে জমি কিনেছি। সেখানে সরকারি জমি আগে ছিল। তবে সম্প্রতি আদালত থেকে রায় পেয়েছে কিছু ব্যক্তি। আমি তাদের কাছ থেকে জমি কিনেছি। যদি জমি নিয়ে কারও কোনো আপত্তি থাকে, তাহলে সেটি আমরা নিষ্পত্তি করব। প্রকল্প এলাকায় যাদের বাড়িঘর আছে, প্রত্যেককে আমরা নতুন পাকা বাড়িঘর বানিয়ে দেব।’ তবে তিনি আদালতের কোনো রায় দেখাতে পারেননি। 
এক প্রশ্নের জবাবে তিনি বলেন, ‘উচ্চ আদালতের স্থগিতাদেশ আমি হাতে পাইনি। এটা খতিয়ে দেখব।’ 
প্রতিবাদ করায় চাঁদাবাজির মামলা 
সরেজমিনে দেখা গেছে, পায়রা নদীর মোহনায় বাস করা অধিকাংশ লোকই হতদরিদ্র। সরকারের কাছ থেকে নেওয়া খাসজমিই তাঁদের একমাত্র মাথা গোঁজার ঠাঁই। বিদ্যুৎ কোম্পানি এই জমি কেড়ে নেওয়ায় তাঁরা প্রতিবাদ করেন। আর এ জন্য কোম্পানির পক্ষ থেকে গ্রামবাসীর বিরুদ্ধে প্রকল্পের প্রকৌশলী মো. মুরাদ বাদী হয়ে গত ১৮ জুলাই ছয়জনকে আসামি করে ৩০ লাখ টাকা চাঁদাবাজির মামলা করেন। 
গ্রামবাসী অভিযোগ করেছেন, মিথ্যা মামলা হওয়ার পর এখন প্রায় প্রতিদিনই আসামি ধরার জন্য পুলিশ গ্রামে হানা দেয়। 
এ প্রকল্পের ক্ষতিগ্রস্ত ফাতেমা বেগম বলেন, ‘তারা প্রথমে আমাদের চলে যেতে বলেছে, আমরা রাজি হইনি। আমরা এসপি সাহেবের কাছে গিছিলাম। তারপরে আরও খ্যাপে এখন চাঁদাবাজির মামলা দিছে। আমরা জমি ছাড়ব না।’ 
এ বিষয়ে আরেক ভূমিহীন নারী আকলিমা বেগম বলেন, ‘সাত-আট মাস আগে কোম্পানিওয়ালারা বলেছে তুমি এখানে থাকতি পারবা না। তারা আমার বাড়ির ওঠোনে বালি ফেলেছে। যত গাছগাছালি ছিল সব বালিতে আটকা পড়ে গেছে। বাড়ি থেকে বেরানো যায় না।’ 

হতাশায় আশার আলো বরিশাল কয়লা ভিত্তিক বিদ্যুৎকেন্দ্র

বরিশাল কয়লা ভিত্তিক বিদ্যুৎকেন্দ্র নির্মাণের কাজ চলছে। ছবি: বাংলানিউজ
বেসরকারি খাতের কয়লাভিত্তিক বিদ্যুৎ কেন্দ্রের নির্মাণ কাজের অগ্রগতি খুবই হতাশাজনক। তবে ব্যতিক্রম বরিশাল ৩০৭ মেগাওয়াট কয়লাভিত্তিক বিদ্যুৎকেন্দ্র। গত ১২ এপ্রিলে বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ডের (পিডিবি) সঙ্গে এ বিষয়ে চুক্তি সই হয়। অল্পদিনের মধ্যেই ভূমি উন্নয়নের কাজ শেষ পর্যায়ে নিয়ে এসেছেন সংশ্লিষ্টরা।  
কেন্দ্রটির উদ্যোক্তা প্রতিষ্ঠান আইসোটেক ইলেকট্রোফিকেশন কোম্পানি লিমিটেড বলছে, ২০২২ সালের শুরু থেকেই উৎপাদনে যাওয়ার লক্ষ্য নিয়ে কাজ চলছে।

সংশ্লিষ্ট সূত্র বলছে, কয়েকবছর আগে ২০১২ সালে ওরিয়ন গ্রুপসহ বেশ কয়েকটি বড় বড় প্রতিষ্ঠানের সঙ্গে কয়লাভিত্তিক বিদ্যুৎ কেন্দ্র নির্মাণের চুক্তি সম্পাদন করে পিডিবি। তবে এগুলোর কোনোটাই এখনও আলোর মুখ দেখেনি। 
সেখানে পুরোপুরি ব্যতিক্রম দেখা যাচ্ছে আইসোটেকের ক্ষেত্রে। তারা নির্ধারিত সময়ের আগেই উৎপাদনে যাওয়া লক্ষ্যমাত্রা নিয়ে কাজ চালিয়ে যাচ্ছে কোম্পানিটি। 
সংশ্লিষ্টরা বলছেন, ইতোমধ্যে পরিবেশ অধিদপ্তরের অবস্থানগত সার্টিফিকেট পাওয়ায় জমি অধিগ্রহণ, জমি ক্রয়, বাঁধ নির্মাণ, মাটি ভরাট করে স্থাপনা নির্মাণের কাজ দ্রুত এগিয়ে চলেছে। এসব কাজ শেষে দেওয়া হবে স্থাপনা নির্মাণের ছাড়পত্র। বরগুনার তালতলী উপজেলার ছোট নিশানবাড়ীয়া গ্রামে বেশ জোরেশোরেই চলছে ভূমি উন্নয়নের কাজ।  
প্রকল্পটি ‘বরিশাল ইলেকট্রিক পাওয়ার কোম্পানি লিমিটেড’ নামে পরিচালিত হবে। প্রকল্পে মোট ব্যয় ধরা হয়েছে প্রায় সাড়ে চার হাজার কোটি টাকা (৫৪০ মিলিয়ন মার্কিন ডলার)।  
চুক্তি অনুযায়ী, সরকারকে ২৫ বছর বিদ্যুৎ সরবরাহ করা হবে। প্রতি ইউনিট বিদ্যুতের দর ধরা হয়েছে ৬ দশমিক ৭৭ টাকা (প্রতিটন কয়লার দর ১২০ ডলার হিসেবে)। কয়লার দাম কম থাকলে সেই অনুযায়ী বিদ্যুতের দামও কমে যাবে। 
আইসোটেক গ্রুপের ব্যবস্থাপনা পরিচালক (এমডি) মো. মঈনুল আলম বাংলানিউজকে বলেন, সরকারের সঙ্গে চুক্তি অনুযায়ী পাওয়ার প্ল্যান্টটির নির্মাণ কাজ ৪৫ মাসের মধ্যে শেষ করতে হবে। প্রকল্প বাস্তবায়নে বিদ্যুৎ মন্ত্রণালয়, ভূমি মন্ত্রণালয়, পরিবেশ ও বন মন্ত্রণালয়, বিআইডব্লিউটিএ ও স্থানীয় প্রশাসন প্রত্যক্ষভাবে সহযেগিতা করে যাচ্ছে। এজন্য আমরা সবার কাছে কৃতজ্ঞতা প্রকাশ করছি।

বাংলানিউজকে মঈনুল আলম জানান, আমাদের পার্টনার ‘পাওয়ার চায়না রিসোর্স লিমিটেড’ কয়লা ভিত্তিক বিদ্যুৎ উৎপাদনে বিশ্বখ্যাত প্রতিষ্ঠান। তারা ইন্দোনেশিয়া, ভিয়েতনাম, পাকিস্তান, ব্রাজিল, আর্জেন্টিনা, অস্ট্রেলিয়া, কম্বোডিয়াসহ বিশ্বের বেশ কিছু দেশে দক্ষতার সঙ্গে কয়লা দিয়ে বিদ্যুৎ উৎপাদন করছে। তারা বর্তমানে প্রায় ৩০ হাজার মেগাওয়াট কয়লাভিত্তিক বিদ্যুৎ উৎপাদন করছে। 
আইসোটেক গ্রুপের মিডিয়া অ্যাডভাইজার সিনিয়র ফটো সাংবাদিক ফিরোজ চৌধুরী বলেন, এই বিদ্যুৎকেন্দ্রটিতে সাড়ে তিন হাজার লোকের কর্মসংস্থানের সুযোগ সৃষ্টি হবে। এছাড়া এ অঞ্চলের জনগণের কথা চিন্তা করে প্রকল্প এলাকায় স্কুল-কলেজ, হাসপাতাল ও বিভিন্ন ধর্মীয় প্রতিষ্ঠান গড়ে তোলা হবে। যেহেতু এলাকার পানি লবণাক্ত তাই গভীর নলকূপ স্থাপনের মাধ্যমে স্থানীয়দের জন্য সুপেয় পানির ব্যবস্থাও করা হবে। 
সূত্র মতে, বর্তমান সরকারের ক্ষমতা গ্রহণের পর থেকে এ পর্যন্ত ৮ হাজার ৮১৯ মেগাওয়াট ক্ষমতাসম্পন্ন ৮৮টি বিদ্যুৎকেন্দ্র নির্মাণ করা হয়েছে। ২০০৯ সালের জানুয়ারি থেকে গত বছরের ডিসেম্বর পর্যন্ত ২১ হাজার ৬৫৯ মেগাওয়াট ক্ষমতাসম্পন্ন ১১৪টি বিদ্যুৎ কেন্দ্র নির্মাণের চুক্তি হয়েছে।  
বর্তমানে মোট ১৩ হাজার ৭৭১ মেগাওয়াট ক্ষমতাসম্পন্ন ৪৭টি বিদ্যুৎ কেন্দ্র নির্মাণাধীন। আর এ কেন্দ্রগুলো ২০১৮ থেকে ২০২৪ সালের মধ্যে পর্যায়ক্রমে উৎপাদনে যাবে। এছাড়া ৫ হাজার ৯২ মেগাওয়াটের ৩০টি বিদ্যুৎ কেন্দ্র নির্মাণের দরপত্র প্রক্রিয়াধীন রয়েছে।

বরগুনায় বিদ্যুৎকেন্দ্র নির্মাণের জন্য জমি দখলের অভিযোগ
বরগুনার তালতলীতে কয়লাভিত্তিক তাপ বিদ্যুৎকেন্দ্র নির্মাণে জমি দখলসহ নানা অনিয়মের অভিযোগ উঠেছে। একটি সংঘবদ্ধ দালাল চক্রের মাধ্যমে ব্যক্তিমালিকানা জমির পাশাপাশি ভুয়া কাগজপত্র তৈরি করে জাল দলিল করা, ভূমিহীনদের নামে দেওয়া বন্দোবস্তকৃত কৃষি খাসজমিসহ সরকারি সম্পত্তি দখল করা হচ্ছে। এমন অভিযোগে হাইকোর্টে রিট আবেদনও করা হয়েছে। বেসরকারি উদ্যোগে কেন্দ্রটি নির্মাণ করা হচ্ছে। নির্মাণাধীন প্রতিষ্ঠান চীনা কোম্পানি আইএসও টেক ইলেকট্রিফিকেশন লিমিটেড ও বরিশাল ইলেকট্রিক পাওয়ার কোম্পানি লিমিটেডের বিরুদ্ধে এসব অভিযোগ স্থানীয়দের। 
খোঁজ নিয়ে জানা গেছে, বরগুনার তালতলী উপজেলার ছোট নিশানবাড়িয়া মৌজার খোট্টার চর এলাকায় চার হাজার কোটি টাকা ব্যয়ে ৩৫০ মেগাওয়াট কয়লাভিত্তিক তাপ বিদ্যুৎকেন্দ্র নির্মাণের জন্য জমি ক্রয় শুরু করেছে বেসরকারি প্রতিষ্ঠান আইএসও টেক ইলেকট্রিফিকেশন লিমিটেড ও বরিশাল ইলেকট্রিক পাওয়ার কোম্পানি লিমিটেড। এই বিদ্যুৎকেন্দ্র থেকে বিদ্যুৎ ক্রয় করার কথা রয়েছে রাষ্ট্রায়ত্ত সংস্থা বিদ্যুৎ উন্নয়ন বোর্ডের (পিডিবি)। এ লক্ষ্যে নির্মাণাধীন এলাকায় অন্তত ২০০ একর জমি ক্রয় করার কথা রয়েছে। তবে জমি ক্রয়ের ক্ষেত্রে একটি সংঘবদ্ধ দালাল চক্রের মাধ্যমে ব্যক্তিমালিকানা জমির পাশাপাশি ভুয়া কাগজপত্র তৈরি করে জাল দলিল করা, ভূমিহীনদের নামে দেওয়া বন্দোবস্তকৃত কৃষি খাসজমিসহ সরকারি সম্পত্তি নামে-বেনামে দখলের অভিযোগ উঠেছে। এসব সমস্যা থাকা সত্ত্বেও গত ২৫ জুন আনুষ্ঠানিকভাবে কাজ শুরু করেছে কোম্পানি দুটি। 
এদিকে, এসব অভিযোগে ভূমি সচিব, স্থানীয় সরকার সচিব, বরিশাল বিভাগীয় কমিশনার, বরগুনা জেলা প্রশাসক, তালতলী উপজেলা নির্বাহী কর্মকর্তা, আইএসও টেক ইলেকট্রিফিকেশন লিমিটেডের ব্যবস্থাপনা পরিচালকসহ ২৮ জনকে বিবাদী করে হাইকোর্টে রিট পিটিশন করেছেন তালতলী এলাকার মো. আলী আজিম ফরাজী। রিটের আলোকে গত ২৯ মে বিচারপতি নাঈমা হায়দার ও জাফর আহম্মেদের বেঞ্চ চার সপ্তাহের মধ্যে বিবাদীদের কারণ দর্শানোর আদেশ দেন।  
রিট আবেদনকারী আলী আজিম ফরাজী বলেন, ১৯৫৯-৬০ সালের বন্দোবস্ত কেস দেখিয়ে ভুয়া পর্চা তৈরির মাধ্যমে অবৈধভাবে দলিল করে নিয়েছে কোম্পানি দুটি। যার মধ্যে জেএল নং ৪১-এর ১১৬৯ খতিয়ানে মো. আ. রশিদ হাওলাদার নামে তিন একর, ১১৭৫ খতিয়ানে মোসা. রাজিমা বেগম নামে তিন একর, ১১৬৬ খতিয়ানে  মো. আয়নুদ্দিন নামে তিন একর, ১১৬০ খতিয়ানে মো. আবুল কালাম নামে তিন একরসহ একাধিক জাল বন্দোবস্ত কেস রয়েছে। তিনি আরও বলেন, নির্মাণাধীন কোম্পানি সাধারণ মানুষকে ভয়ভীতি দেখিয়ে একটি দালাল চক্রের মাধ্যমে জমি দখল করে যাচ্ছে।  
এ ব্যাপারে তালতলী উপজেলা নির্বাহী কর্মকর্তা ফারজানা রহমান জানান, ৫ জুলাই আদেশের কপি হাতে পাওয়া গেছে এবং সে অনুযায়ী আদালতে মতামত প্রদানের জন্য কার্যক্রম শুরু করা হয়েছে। 
এ বিষয়ে খোট্টার চর এলাকার মো. সুলতান শিকদার বলেন, আমি মমাচিন নামের এক রাখাইনের কাছ থেকে জমি ক্রয় করে বছরের পর বছর ভোগদখল করে আসছি। কিন্তু কোম্পানির লোকজন স্থানীয় সেলিম, মুসা তৈয়ব, জাহাঙ্গীর, সোহরাব জোমাদ্দারসহ একাধিক দালালের মাধ্যমে একই দাতার কাছ থেকে অন্যায়ভাবে আমার জমি দলিল করে নিয়েছে। 
সংবাদ সংগ্রহের জন্য ঘটনাস্থলে গেলে প্রথমে দালাল চক্রটি সাংবাদিক ও জমিদাতাদের ওপর ক্ষিপ্ত হলেও একপর্যায়ে জাহাঙ্গীর জোমাদ্দার নামের এক দালাল স্বীকার করে বলেন, তিনি কোম্পানির কাজ করে দিচ্ছেন, কাজ শেষে কোম্পানি তাকে একটা সুবিধা দেবে। আর যাদের জমি এখনও কাগজপত্রের কারণে ক্রয় করা সম্ভব হয়নি, তা-ও পর্যায়ক্রমে করা হবে।  
এ বিষয়ে গত ২৫ জুন তালতলী উপজেলা পরিষদের সামনে বিদ্যুৎকেন্দ্রের উদ্বোধন অনুষ্ঠানে আইএসও টেক ইলেকট্রিফিকেশন লিমিটেডের ব্যবস্থাপনা পরিচালক মঈনুল আলম বলেন, কিছু অনিয়মের অভিযোগ তিনি শুনেছেন, তবে অন্যায়ভাবে কারও জমি এ কোম্পানি নেবে না। নিয়মনীতি অনুসরণ করেই এ এলাকায় কয়লাভিত্তিক তাপ বিদ্যুৎকেন্দ্র স্থাপন করা হবে। তবে এ ব্যাপারে সাংবাদিকদের কাছে কিছুই বলতে রাজি হননি তিনি। 
এ ব্যাপারে বরগুনা জেলা প্রশাসক মো. মোখলেছুর রহমান বলেন, সরকারি নিয়মনীতির মধ্যে থেকেই বিদ্যুৎকেন্দ্র নির্মাণে সহযোগিতা করবে জেলা প্রশাসন। কিন্তু প্রকল্পের কাজ আনুষ্ঠানিকভাবে শুরু করলেও এখন পর্যন্ত জেলা প্রশাসনকে আনুষ্ঠানিকভাবে কোনো কিছুই জানায়নি কোম্পানির লোকজন। 

সাড়ে ৪ হাজার কোটি টাকায় নির্মাণাধীন বরগুনা বিদ্যুৎকেন্দ্র ২০২২ সালে জাতীয় গ্রিডে যুক্ত হচ্ছে

দেশের বিদ্যুৎ চাহিদা দ্রুত বাড়ায় উৎপাদনকে সর্বাধিক গুরুত্ব দিচ্ছে সরকার। এ কারণে বড় বড় বিদ্যুৎকেন্দ্র নির্মাণের পাশাপাশি মাঝারি আকারের বিদ্যুৎকেন্দ্র নির্মাণের প্রতিও দৃষ্টি দেয়া হচ্ছে। কিন্তু দেশে জ্বালানি সংকট থাকায় অধিকাংশ বিদ্যুৎকেন্দ্রই এখন আমদানি করা কয়লা দিয়ে নির্মাণ করা হবে। আর এই প্রক্রিয়ার অংশ হিসেবে বরগুনায় সাড়ে চার হাজার কোটি টাকা ব্যয়ে নির্মাণাধীন ৩০৭ মেগাওয়াট কয়লা ভিত্তিক বিদ্যুৎকেন্দ্রের কাজ দ্রুতগতিতে এগিয়ে চলছে। এই বিদ্যুৎকেন্দ্রটির উৎপাদিত বিদ্যুৎ ২০২২ সালে শুরুতেই জাতীয় গ্রিডে যুক্ত হবে। 
সংশ্লিষ্ট সূত্রমতে, ১৭০ একর জমিতে এই বিদ্যুৎকেন্দ্রটি নির্মিত হচ্ছে। ইতোমধ্যেই জমি ভরাটের কাজ শেষ হয়েছে। বিদ্যুৎকেন্দ্র এলাকার কিছু জমি পানি উন্নয়ন বোর্ড থেকে ইজারা নেয়া হয়। ওই সরকারি জমিতে বসবাসকারী ১৩৯টি পরিবারের সবাইকে ক্ষতিপূরণ দিয়ে অন্যত্র পুনর্বাসন করা হয়েছে। 
সূত্র জানায়, বিদ্যুৎকেন্দ্রটি নির্মাণের উদ্যোক্তা প্রতিষ্ঠান আইসোটেক ইলেকট্রিফিকেশন কোম্পানি লিমিটেডের সঙ্গে গত বছরের ১২ এপ্রিল বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ডের (পিডিবি) চুক্তি স্বাক্ষরিত হয়। প্রকল্পটি যৌথভাবে বাস্তবায়ন করছে চীনের পাওয়ার চায়না রিসোর্স লিমিটেড ও বাংলাদেশের আইসোটেক গ্রুপের সহযোগী প্রতিষ্ঠান আইসোটেক ইলেকট্রিফিকেশন কোম্পানি লিমিটেড। 
প্রকল্প সংশ্লিষ্টরা জানান, প্রথমে পরিবেশ অধিদপ্তরের অবস্থানগত ছাড়পত্র পাওয়ায় জমি অধিগ্রহণ, জমি কেনা, বাঁধ নির্মাণ, মাটি ভরাট ও স্থাপনা নির্মাণের কাজ একযোগে শুরু হয়, যা দ্রুতগতিতে এগিয়ে চলেছে। 
বরগুনার তালতলী উপজেলার ছোট নিশানবাড়িয়া গ্রামটিই এ বিদ্যুৎকেন্দ্রের কেন্দ্রস্থল। অবশ্য প্রকল্পটি ‘বরিশাল ইলেকট্রিক পাওয়ার কোম্পানি লিমিটেড’ নামে পরিচালিত হবে। প্রকল্পে মোট ব্যয় ধরা হয়েছে প্রায় সাড়ে চার হাজার কোটি টাকা বা ৫৪০ মিলিয়ন মার্কিন ডলার। 
সরকারের সঙ্গে চুক্তি অনুসারে ২৫ বছর এই কেন্দ্র থেকে বিদ্যুৎ সরবরাহ করা হবে। প্রতি ইউনিট বিদ্যুতের দর ধরা হয়েছে ৬ দশমিক ৭৭ টাকা (প্রতি টন কয়লার দর ১২০ ডলার হিসেবে)। তবে কয়লার দাম কম থাকলে বিদ্যুতের দামও কমে যাবে। 
আইসোটেক সূত্র জানায়, তাদের পার্টনার ‘পাওয়ার চায়না রিসোর্স লিমিটেড’ কয়লা ভিত্তিক বিদ্যুৎ উৎপাদনে বিশ্বখ্যাত প্রতিষ্ঠান। তারা ইন্দোনেশিয়া, ভিয়েতনাম, পাকিস্তান, ব্রাজিল, আর্জেন্টিনা, অস্ট্রেলিয়া, কম্বোডিয়াসহ বিশ্বের বেশ কিছু দেশে দক্ষতার সঙ্গে কয়লা দিয়ে বিদ্যুৎ উৎপাদন করছে। তারা বর্তমানে কয়লাভিত্তিক বিদ্যুৎ উৎপাদন করছে প্রায় ৩০ হাজার মেগাওয়াট।

আইসোটেক গ্রুপের ব্যবস্থাপনা পরিচালক প্রকৌশলী মো. মঈনুল আলম আমাদের অর্থনীতিকে বলেন, দেশের বিদ্যুৎ খাতে অবদান রাখার পাশাপাশি বিদ্যুৎকেন্দ্রটিতে সাড়ে তিন হাজার লোকের কর্মসংস্থানের সুযোগ সৃষ্টি হবে। এছাড়া এ অঞ্চলের জনগণের কথা চিন্তা করে প্রকল্প এলাকায় স্কুল, কলেজ, হাসপাতাল, সুপেয় পানির ব্যবস্থা ও বিভিন্ন ধর্মীয় প্রতিষ্ঠান গড়ে তোলা হবে। এই প্রকল্প সফল আরও বিদ্যুৎকেন্দ্র নির্মাণের উদ্যোগ নেবে আইসোটেক।  

ভূমিহীনদের উচ্ছেদ করে বিদ্যুৎকেন্দ্র : তদন্ত কমিটির সামনেই একজনকে মারধর

বরগুনার তালতলিতে ভূমিহীনদের জায়গা দখল করে বিদ্যুৎকেন্দ্র নির্মাণের অভিযোগ তদন্তে বিদ্যুৎ বিভাগের করা কমিটির সামনেই ক্ষতিগ্রস্ত জমির মালিকদের হুমকি দেওয়ার অভিযোগ পাওয়া গেছে। এর মধ্যে জমি হারানো মো. ছিদ্দিকুর রহমানকে বিদ্যুৎকেন্দ্রের এক পরিচালক মারধর করেছেন বলে অভিযোগ উঠেছে। তবে তদন্ত কমিটির আহ্বায়ক বিদ্যুৎ বিভাগের উপসচিব নিরোদ চন্দ্র মণ্ডল এ অভিযোগ অস্বীকার করেছেন। 
জেলা প্রশাসকের দেওয়া ভূমিহীনদের জায়গা দখল করে তালতলিতে বেসরকারি আইসোটেক ইলেকট্রিফিকেশন কোম্পানি ৩০৭ মেগাওয়াটের একটি বিদ্যুৎকেন্দ্র নির্মাণ করছে। এ বিষয়ে গত ১৬ জানুয়ারি প্রথম আলোয় একটি প্রতিবেদন প্রকাশিত হয়। এরপর বিষয়টি খতিয়ে দেখতে ২৪ জানুয়ারি বিদ্যুৎ বিভাগের উপসচিব নিরোদ চন্দ্র মণ্ডলকে আহ্বায়ক করে চার সদস্যের কমিটি গঠন করা হয়। ১৫ কার্যদিবসের মধ্যে প্রতিবেদন জমা দিতে বলা হয় কমিটিকে। 
রাখাইনদের কাছ থেকে জমি কিনেছিলেন মো. ছিদ্দিকুর রহমান। তাঁর জমিতে মাটি ফেলে ভরাট করেছে বিদ্যুৎকেন্দ্র। প্রথম আলোকে গতকাল মুঠোফোনে তিনি বলেন, জমি বাবদ কোনো অর্থ কোম্পানি তাঁকে দেয়নি। তদন্ত কমিটির লোকদের সামনে আইসোটেকের মালিকদের একজন সবুর তাঁকে ঘাড় ধাক্কা দিয়েছেন। 
এর আগে ক্ষতিগ্রস্ত ব্যক্তিরা প্রধানমন্ত্রী, বিদ্যুৎ প্রতিমন্ত্রী ও পরিবেশ অধিদপ্তরে পৃথক লিখিত অভিযোগ দেন। গত ১৫ জানুয়ারি লিখিত ওই অভিযোগে ১৯ জন ক্ষতিগ্রস্ত ভূমিহীন বলেন, কোনো ক্ষতিপূরণ না দিয়ে তাঁদের বাড়িতে বিদ্যুৎকেন্দ্র নির্মাণকারী কোম্পানি মাটি ফেলে ভরাট করেছে। তাঁরা বাড়ি থেকে বেরও হতে পারছেন না। 
স্থানীয় ব্যক্তিদের সঙ্গে কথা বলে জানা গেছে, শুধু বাঙালি ভূমিহীনই নয়। স্থানীয় রাখাইনদের প্রায় ১৪ একর জমি দখল করেছে বিদ্যুৎকেন্দ্রটি। রাখাইন সম্প্রদায় বরগুনা প্রেসক্লাবে সংবাদ সম্মেলন করেছে। 

Power plant near reserve forest evokes concern

The Power Development Board's (PDB) move to allow setting up of a 307- MW coal-fired power plant near Tengragiri reserve forest in Barguna evokes concern among the green activists and rights bodies. 
 
Recently, PDB signed a 25-year power purchase agreement (PPA) with a private company under which the company will set up a 307-MW power plant at Tengragiri. Rights bodies said as the power plant will be set up within one kilometre of the forest, which is dubbed as the second Sundarbans of the country, it will bring disaster to the eco-system and bio-diversity of the area. 
 
Transparency International Bangladesh (TIB) said on Monday that PDB signed the agreement for the power plant without getting proper clearance from the environment department. 
 
According to the Forest Preservation Act, 1997, conducting environmental impact assessment (EIA) before constructing such power plant is a must. But in this case, PDB signed the agreement without doing the job which is a clear violation of the law of the land. 
 
TIB Executive Director Dr Iftekharuzzaman said the very existence of these reserve forests will be under severe threat if power plants are constructed in this area. 
 
Referring to a plan now underway to set up more power plants in the same area, 'The PDB claims they got positional clearance certificate from the DoE, but the latter dismisses such claim. This contradictory stance by two agencies proves that the entire project is being carried out in a non- transparent manner', Dr Iftekher said. 
 
Forest of Tengragiri constitutes 5,661 of hectares of land. There are two patches of reserved forest in the park, one is Kua-Kata and another one is Tengragiri. This is a mangrove forest. The vegetation and animal kingdom which are available in this park are Keora, Gewa, Bean, Sundari, Kankra, Goran, Hental etc. and boar, deer, monkeys, etc. There is availability of domestic birds like korali, duck, Bali, bonbok seagull etc. in this park 
 
This Forest of Tengragiri (Fatrabon Eco Park) is located 71 kilometres away from the Kolapara Upazila at the extreme southern part of the country. Tengragiri Forest Office is in Taltali Upazila of Barguna district. 
 
Last month PDB signed a PPA with ISO Tech under which the private company would supply power to PDB from the Tengragiri plant. ISO Tech is going to construct the plant in collaboration with two foreign companies. 
 
Several rights activists urged the government to scrap the project. 
 

Iso Tech to implement $450b Project at Taltali, Barguna

To meet the growing demand for energy consumption, the government has decided to set-up 350-MW coal- fired power plant at Taltali Upazila in Barguna district.

Iso Tech Electrification Company Limited in collaboration with Power China Resource Limited will implement the project at a cost of 450 billion US dollar, a power division source said. 

The government has come to this realization that sustainable power supply is a major precondition for socio-economic development as well as improvement of the quality of life of people. Another coal-fired power plant of 350MW is going to be established on the basis of this thought, the source said. 

Referring to the coal-fired power plant project in Barguna, Chairman of Parliamentary Standing Committee on Power, Energy and Mineral Resources Ministry Md. Tajul Islam, MP told this correspondent that coal- fired power plant goes well all over the world despite negative environment impacts, but at the same time modern technology is capable enough to intervene such environmental hazard. 

Power Division Secretary Dr. Ahmad Kaikaus informed said that the coal-fired power plant located at Taltali Upazila in Barguna district goes on under the monitoring of concerned ministry. The government will back the plant to be ended in due time. 

Regarding coal-fired power plant and its impact on environment, Power Cell Director General Engineer Mohammad Hossain said that the government by considering all respects has decided to set up the 350 -MW coal-fired plant at Taltali Upazila in Barguna district. 

Though the power generation cost varies depending on investment capacity, location, transport and other ingredients, coal-fired power generation cost is less than LNG and other fuels. The company Managing Director Moinul Alam said as per the agreement the construction of the power plant has to be ended within 45 months. 

As a result, we leave no stone unturned to do the related activities with the government necessary support. The space of new employment will be created after finishing the plant. In addition, 3.5 acres land has already been purchased to be rehabilitate the people without their own land who have been living on the land of Bangladesh Water Development Board. 

Referring to the importance of the power plant, Iso Tech Managing Director Moinul Alam said, ‘‘Bangladesh has already been promoted a developing country. In view of this achievement, “We have to be much more proactive to reach the stage of a middle-income country. To implement Prime Minister Sheikh Hasina’s slogan, “electricity everywhere,” we have made all effort to end the project duly. 

The Iso Tech Company Media Adviser Firoz Chowdhury told the correspondent that a few vested quarters pointing out self-made allegations in order to get their own interest try to stand against the plant and they wish to publish fabricated and false propaganda in the media. We keep the local administration aware of such hazards. It is predicted that the population of the world will reach 10 billion by 2040 and the planet will need up to 30 percent more energy than today. 

As a result, Bangladesh needs to generate more energy to meet the new challenges in the days to come, global innovation index research shows. The government has initiated mega action plan to generate 60 thousand mega watt power plant by 2041 with a view to turning Bangladesh into a improved country. 

In addition, various private coal-fired power plants in collaboration with foreign investment have been allowed to generate power by paying close attention so that negative environment challenges are not occurred, the government concerned sources said. 

Under these circumstances, the government has decided to permit Iso Tech to set-up the plant, power division sources added.  
 

TIB worries about power plant in forest vicinity

Transparency International Bangladesh (TIB) has expressed deep concern over the initiative of setting up a coal-fired power plant at Tengragiri reserve forest in Barguna and Power Development Board’s (PDB) signing a power purchase agreement (PPA) with the construction firm without any clearance from Department of Environment (DoE). 
 
In a statement issued on Monday TIB Executive Director Dr Iftekharuzzaman referred to media reports that a local firm ISOTECH and two other foreign organizations are setting up a coal based 307 megawatt power plant within a kilometer of Tengragiri forest without DoE clearance.  
 
PDB has already signed a 25-year long PPA to buy power from this plant, he added.  
 
Mentioning that the coal plant move was taken in violation of the section 7 (4) of Environment Conservation Act, 1997, TIB executive director said, according to the environment law it is forbidden to set up any industrial unit within 10 kilometers of reserve forest. He said taking up of such an initiative with the participation of government organization is a matter of grave concern for the country.  
 
Claiming the initiative risky for nature and lives, Dr Iftekharuzzaman urged the government to cancel such destructive initiative as soon as possible and take necessary actions in this regard.  
 
Tengragiri, known as the second Sundarbans of the country, was declared as a sanctuary of wild animals by the Environment and Forest Ministry in October, 2010. The forest was once a part of the Sundarbans and was declared as a reserved forest area in 1960. The forest has around 40 animal species and different kinds of plants. 
 

Nat’l committee for halting Barguna thermal power plant

The National Committee to Protect Oil, Gas, Mineral Resources, Power and Ports on Tuesday demanded immediate halt of implementing a 307MW coal-fired power plant at Taltali upazila in Barguna. 
 
They demanded punishment of the power plant implementing authorities who had lodged ‘false’ case accusing some Taltali villagers who protested at the power plant fearing loss of their land and livelihoods. 
 
A multi-national venture of China-based Power China and local ISO Tech Electrification Company Limited was installing the power plant at a cost of about $540 million. 
 
In a statement, the national committee convener Sheikh Muhammad Shahidullah and member secretary Anu Muhammad alleged that the plant implementing company was acquiring land of poor villagers adjacent to reserved forests violating law and a court order. 
 
They said that the government had approved the power plant to serve vested interest groups.

TIB concerned at coal-fired power plant deal near forest

The Transparency International Bangladesh (TIB) has expressed its deep concern for signing power purchase agreement (PPA) with contractors to build coal-fired thermal power plants by the Power Development Board (PDB) in protected forest near Tengragiri without environmental clearance from the department of environment (DoE).The TIB yesterday urged the authority concerned for immediate cancellation the initiative considering the threat of environment, ecology and life of the surrounding areas. 
 
The PDB has initiated to build coal-fired thermal power plants near Tengragiri protected forests in Barguna. 
 
In a statement, TIB executive director Dr. Iftekharuzzaman said, “according to media reports, local company Iso Tech Group and two other foreign companies are going to construct 307MWcoal-fired thermal power plants without DoE clearance at a distance of less than one km from Tengragiri protected forest, known as second Sundarbans.” 
 
The PDB has already signed 25-year agreement with PPA to purchase electricity. 
 
According to the Environment Protection Act, 1997, 7 (4), it is needed full environmental impact assessment (EIA) report and clearance certificate from the DoE before establishing any industrial unit which are ‘red’ classified. 
 
Despite mandatory to obtain environmental clearance certificate from the DoE before setting up of such red classified industrial unit, the TIB executive director said, adding, “but it’s bad to have been taken such plant without DoE clearance. 
 
Not only that, no industrial unit could be established within 10 kilometers in protect forests as per environmental law, Iftekharuzzaman said. 
 
He said it is violation of the law of the country to establish such industry with the participation of government concern. 
 
The whole process of the position in receiving clearance from the DoE and PDB is found different at the management, transparency, accountability and a clear lack of co-ordination among the two agencies, he observed. 
 
Besides, a 307-megawatt coal-fired power plant will also be constructed in the same area. 
 
Iftekharuzzaman urged the authority concerned to refrain from establishing ecology anti-coal power plant violating the Constitution and the laws of life. 
 
The TIB executive director said, the constitutional and legal obligations have been clearly violated in terms of preserve the environment and ecology by taking such initiatives. 
 
Meanwhile, the Ministry of Environment and Forests in October 2010 declared the Tengragiri forests as wildlife sanctuaries. 
 
Naturally grown forests Tengragiri were the part of the Sundarbans in the past. Tengragiri or Fatrar forest was declared reserve forest in 1960. 
 
There many species of trees like Gewa, Jaam, Dhundul, Kewra, Sunduri, Bain,Karamcha and Goran including about 40 species of wildlife like squirrels and monkey are in the mangrove forests.

Around 70 acres of agricultural land of some 20 Rakhine people have allegedly been grabbed by a private company for setting up a coal-fired power plant in Barguna’s Taltali upazila. 

The landowners said their complaints with the district administration were in vain. The allegations came at a press conference at Barguna Press Club on February 1.

Speaking at the programme, Mryla Ang Mog of Pawapara village said, “I have around 7.5 acres of land near the Chhoto Nishanbaria Mouja. But they [people from the power plant] have grabbed it all and dug the ground without my permission.” His land’s khatian (land record) number is 274 and dag (plot) numbers are 502 and 503. He also said he submitted a written complaint to the Barguna deputy commissioner, but no action was taken yet. 

Montaja Mog of Ankujana Para in the same upazila alleged that the power plant company occupied his 5.6 acres. “They even didn’t discuss the matter with me,” he said, adding that his land record number was 276 and plot numbers were 503 and 3,442. About 10 Rakhine landowners were present at the press conference. 

Talking to The Daily Star, Chotobogi Union Parishad Chairman Toufiquzzaman Tanu said the power plant authorities grabbed about 100 acres of private land. He said the company filled up the land with sand and began the construction work. “We raised our voice in different platforms over the matter, but no steps have been taken yet,” added Tanu, also the general secretary of Taltali Awami League. 

Visiting the proposed project site of the 307-megawatt Iso Tech Power Plant in the first week of February, this correspondent found that land development work, which had begun in July last year, was going on. 

Asked about the allegations, Project Supervisor Mohammad Murad declined to comment and gave The Daily Star the phone number of the company MD, Moinul Alam. As this correspondent called the number in early February and introduced himself as a journalist, a person hung up the phone.

Despite making repeated attempts yesterday, this newspaper could not reach Moinul for comments as he did not pick up the phone. 

Taltali UNO Deepayan Das Shuvo said he did not receive any compliant over the issue. 

Barguna Deputy Commissioner Kabir Mahmud yesterday said he also didn’t receive any complaint on land-grabbing. “If any private land is grabbed, the victims can go to the court and complain.”  The DC said he would take necessary actions if any victim filed a specific complaint. 

Stop Coal Power Plant in Barguna: TIB

Expressing concern over setting up of a coal-based power plant at Nishanbaria union of Barguna, Transparency International Bangladesh (TIB) said the plant will pose risk to the ecology and livelihood of locals.  
 
In a written statement, TIB urged the authorities to immediately stop installation of the power plant -- which has no clearance from Department of Environment, land acquisition, torture on land owner and harassment on locals.  
 
Iso Tech Electrification Company Ltd and Power China are jointly setting up the power plant.  
 
Executive Director of TIB Dr Iftekharuzzaman said though the court has put injunction over land acquisition following a case filed by victims, activities of the project have resumed with the help of administration and police.  
 
Locals who filed cases for compensation are being implicated in false extortion cases, threatened and even being assaulted, says a press release. 
 

Barguna coal-fired power plant construction goes ahead

Amid much concerns over the environmental impact by a section of environmentalists, the coal-fired power plant project in Barguna will add 307 megawatt power to the national grid without negative impact on environment, officials at Bangladesh Power Development Board claim. 
 
The project is being jointly implemented by China's 'Power China Resource Limited' and 'ISO Tech Electrification Company Limited', a subsidiary of Iso Tech Group of Bangladesh at an approximate cost of Tk 405 billion. 
 
The project is being implemented around 300 acres of land at Tagragiri of Borguna, 6.38 kilometer away from Fatrar Char and 21 kilometer away from Sundarbon. 
 
"In fact, a vested quarter is trying to malign the progress of the present government in power sector in the name of environment, an official of Iso Tech Group of Bangladesh told The Daily Observer. 
 
Sustainable power supply is a major precondition for socioeconomic development as well as improvement the quality of life of people of all strata of the society. Coal-fired power plant goes well all over the world despite negative environment impacts. 
 
Energy experts say modern technology is now capable enough to prevent such environmental hazard. Bangladesh government by considering all respects has decided to set up the 350 MW coal-fired plant at Taltali upazila in Barguna district, they say. 
 
Though the power generation cost varies depending on investment capacity, location, transport and other ingredients, coal-fired power generation cost is less than LNG and other fuels, they argue. 
 
The Barguna power plant would start operation from 2022. The Taltali upazila land officer has issued NOC for using 310 acres land on September 10 in 2017, together with the approval of local forest and environment offices on March 30, 2018 by studying environment impact assessment. 
 
Meanwhile, Iso Tech has completed the Purchase Agreement and Implementation formation with the Bangladesh Power Development Board, Iso Managing Director Moinul Alam recently told the press.
''Bangladesh has already been promoted a developing country. So, we have to be much more proactive to reach the stage of a middle-income country," he said. 
 
"We are working in line with Prime Minister Sheikh Hasina's mission, "electricity everywhere,". We already have made all efforts to add three hundred seven megawatts of electricity to the national grid", he said. 
 
After a feasibility study, the incumbent government has decided to set the plant in order to meet up the rising demand of electricity as it does not create any barrier to the sound environment, wildlife and water resources adjacent to the areas, the Iso media adviser Firoz Chowdhury said. 
 
Bangladesh's power generation is highly dependent on natural gas reserves that are dwindling. Under these circumstances, there is no other options but to go for coal-the long-term solution is coal-based power plants in order to meet the rising demand of electricity, the power division sources said. 
 
The government has given top priority to the development of the power sector considering its importance in overall development of the country. The government has set the goal of providing electricity to all citizens of the country by 2020. 
 

Barguna power plant execution in full swing: Adverse impacts to be offset

The government has permitted another coal-fired power plant with a generation capacity of 350MG to be set up in Barguna district by Iso Tech Electrification Company Limited in collaboration with Power China Resource Limited at a cost of US 540 million, power division sources have said. 
 
The government has come to realization that sustainable power supply is a major precondition for socio-economic development as well as improvement the quality of life of people in the society. 
 
Bangladesh needs to generate more energy to meet the new challenges in the days to come, global innovation index research shows. Bangladesh has initiated mega action plan to generate 60 thousand mega watt power by 2041 with a view to attaining Bangladesh into a improved country. 
 
The government allows generating power by paying close attention to mitigate adverse environmental impacts, the sources said. Referring to the coal-fired power plant project in Barguna, Power, Energy and Mineral Resources Ministry Parliamentary Standing Committee Chairman Md. Tajul Islam, MP told The Asian Age that such plans go well all over the world despite negative environment impacts, but at the same time modern technology is capable enough to intervene in case of such environmental hazards. 
 
The government's Power Division Secretary Dr. Ahmad Kaikaus has informed the correspondent that work on the coal-fired power plant located at Taltali upazila in Borguna district goes on under the monitoring of concerned ministry. 
 
The government will back the plant to be ended in due time. He also said the information has come to their knowledge regarding some irregularities from the news events published in different media, but the concerned ministry has not got any complaints. TIB calls for thermal plant shutdown

The 307 MW power plant without clearance from the Department of Environment is not only harmful to the environment but also life-threatening, says TIB.
 
Transparency International Bangladesh (TIB) urged the immediate shutdown of an illegal coal-based thermal power project operated jointly by Isotec and China Power at Tengragiri land reserve in Nishanbariya union of Taltoli upazila of Barguna. 
 
The 307 MW power plant without clearance from the Department of Environment is not only harmful to the environment but also life-threatening, said a press release issued by TIB on Thursday. 
 
TIB also called to end the unlawful activities including forced land acquisition for the project, torturing land owners, and clearing unpaid dues to workers. 
 
In a statement on Thursday, TIB Executive Director Dr Iftekharuzzaman said: "In the case of illegal acquisition of land for the coal based thermal power plant, a case has been filed with the court seeking the permanent suspension of both companies, and proper compensation for the affected parties.”

Regarding coal-fired power plant and its impact on environment, Power Cell Director General Engineer Mohammad Hossain told The New Nation that Bangladesh government considering all respects has nodded to set up 350 MW coal-fired plant at Taltali upazila in Barguna district. Though the power generation cost varies to investment capacity, location, transport and other ingredients, but coal-fired power generation cost is less than LNG and other fuels. 
 
ISO Tech Electrification Company Limited, a subsidiary of this group is moving forward to establish the power plant at Nishanbaria, Upzila Taltoli in the district of Borguna. The power plant's generation begins from 2022 and minimum 307MW power will be added to the national grid, ISO Tech sources said. 
 
Taltali upazila land officer has issued NOC for using 310 acres land on September 10 in 2017, together with the approval of local forest and environment office on March 30, 2018 by considering environment impact assessment. 
 
On the April 12 in the current year, ISO Tech has completed the Purchase Agreement and Implementation with the Bangladesh Power Development Board and the Government of Bangladesh. 
 
Referring to the importance of electricity in the country, ISO MD Moinul Alam said, ''Bangladesh has already been promoted to middle-income country. In keeping this achievement, we have to be much more prominent to go to the Developed country's Level. To implementing Prime Minister Sheikh Hasina's slogan, `electricity everywhere', we have left no effort to add three hundred seven megawatt of electricity to the national grid.''

Iso Tech to set up 350MW power plant in Borguna district

As part of providing electricity across the country, a private power generation company, Iso Tech Electrification Company Limited, will set up a 350-megawatt (MW) coal-based power plant in Barguna district. 
 
The company will implement the power project jointly with China Resource Limited, a Chinese power company, in Nishanbaria area under Taltoli upazila in Borguna district. 
 
“Like other private electricity generation companies, we're working to set up the power plant by 2022 at a cost of USD 540 million,” said Iso Tech Group managing director Md Moinul Alam. 
 
“We'll start generating 307 MW of power against the capacity of 350 MW. The produced electricity will be connected with the national grid,” he added. For setting up the power plant, the Iso Tech has signed an agreement with the Bangladesh Power Development Board. 
 
“We've allocated a total of 300 acres of land for setting up the project,” said the boss of the Iso Tech. 
 

Government to probe ‘illegal’ land acquisition for Barisal power plant

The government has allowed two separate investigations into ‘illegal’ land acquisition for implementing a coal-fired power plant in Barisal. 
A joint team of the ministry of power and energy and Power Development Board (PDB) will investigate the matter and submit a report to the authorities concerned. Besides, PDB will carry out a separate investigation into the issue.  
A joint venture of China-based Power China and local ISO Tech Electrification Company Limited will set up the 307MW supercritical coal-fired power plant at a cost of $540 million. A 300-acre site was selected for the project at Angujan village of Taltali upazila in Barguna. The authorities moved to allow the investigation after the villagers formed a human chain to protest against the land acquisition process that they said has left many landowners suppressed by brokers. 
On August 2, 2018, the villagers submitted a public petition to prime minister requesting the government to halt the project. Rafiqul Islam Jomaddar, local Nishanbaria Union Parishad panel chairman, forwarded the petition on behalf of the villagers. 
Rafiqul alleged that the company was purchasing lands with the help of illegal brokers suppressing the landowners. 
Locals said power plant is being constructed in coastal Barguna, an area surrounded by reserved land having wildlife and fish sanctuary. 
Talking about the land acquisition issue, ISO Tech site Director Engineer Murad said they have solved all the problems on land acquisition. 
BPDB on April 12 signed power purchase agreement with Barisal Electricity Company Limited for 25 years from the commissioning of the Barguna power plant. 
The Power Division issued a letter of Intent (LoI) in favour of the company in July 2018. It also received site the clearance certificate in June 2018. 
The joint venture company plans to submit the EIA before the department of environment anytime in October, sources concern said. 

Power China's subsidiary inks agreement for power station in Bangladesh

Power China Hebei Electric Power Design & Research Institute Co, a subsidiary of Power China, signed an agreement for the Barisal 2×350 MW coal-fired power station on Aug 30, 2018, to offer preliminary design and technical consultation services. 
 
It signified the company's further step in expanding the Bangladesh's market after the S. Alam 2×660MW coal-fired power plant. 
 
The Barisal coal-fired power station, located at the Payra Port in Bangladesh, will be invested by Power China Resources Ltd and ISO Tech Group of Bangladesh. It is designed with two 350MW supercritical coal-fired power units, including two phases of construction. 
 
During the signing ceremony, Zhou Xinjun, chairman of Power China Hebei Electric Power Design & Research Institute Co, said that the company will organize a technician team with expertise in overseas projects and exert its technology advantage to build the Barisal plant into a benchmark project following the S. Alam project.
