Lawyers and Activists Term Speedy Energy Supply Act ‘Unconstitutional’

10 July 2020 | The Daily Star
-----------------------------------

Speakers at a virtual seminar today urged the government to scrap the speedy energy supply act, officially known as the Quick Enhancement of Electricity and Energy Supply (Special Provision) Act 2010, terming it "unconstitutional".

They also urged the government to immediately cancel all coal and gas-based rental, quick rental and coal-fired power plant projects.

Bangladesh Working Group on External Debt (BWGED) and the School of People's Law today jointly organised the seminar titled "Challenges of Energy Sector Immunity in Bangladesh", says a press release.

While speaking at the seminar, eminent environmentalist Syeda Rizwana Hasan criticised the government's plan to build 29 coal-fired power plants without having a coal policy in place.

"In the last 14-15 years, a number of coal policies were drafted, but none was finalised. Without finalising a policy, how did the government go on building 29 plants?" asked Rizwana.

Rizwana, chief executive of Bangladesh Environmental Lawyers Association (Bela), also criticised the government's intolerance to opposition voices.

"In the past, people could protest against the open pit coal mining and power plant. But now it's impossible for even 200 people to gather and protest against a power plant. They will be beaten by the police. No exceptions, [not] even for university professors," Rizwana said.

The speedy power supply act was enacted in 2010 for two years. The law was first extended by two years until 2014 and by four years until 2018. In 2018, the tenure of the act was extended for the third time, until 2021.

Supreme Court lawyer Barrister Jyotirmoy Barua presented the keynote speech at the seminar. He said, "This law is a clear violation of the constitution. It has unfettered power and is being used against public interest."

He also criticised the law as it protects officials from prosecution for awarding contracts without tender.

In late June, former Power Division secretary Fouzul Kabir Khan also demanded that the act be revoked, saying it had turned out to be a reason for the power sector's inefficiency. The law has been renewed multiple times which is no longer necessary.

The National Committee to Protect Oil, Gas, Mineral Resources, Power and Ports also recently asked the government to scrap the law. They demanded a transparent, pragmatic and pro-people power policy for ensuring the country's energy security through full utilisation of domestic resources.

11 July 2020 | Sarabangla.net
-----------------------------

CSOs Call to International Creditors of Bangladesh: Suspend Realizing Debt Installments during COVID-19 Distress

We the following Civil Society Organizations (CSOs) from all over the world, are calling on the World Bank (WB), International Monetary Fund (IMF), Asian Development Bank (ADB), Asian Infrastructure Investment Bank (AIIB) and all bilateral, regional and multilateral development financiers of Bangladesh to suspend the realization of debt installments for all public debts of developing countries combating the COVID-19 pandemic so that the current crisis is not aggravated.

Countries, irrespective of developed, developing and the Least Developed Countries (LDCs), are in a predicament due to the COVID-19 pandemic and are all facing an acute shortage of emergency protective devices and life-saving equipment. Bangladesh’s economy is also severely under stress due to the additional burden of pandemic management while the country has a budget deficit of USD 17.65 billion in the current financial year. Despite the budget deficit, the Government of Bangladesh (GoB) has allocated an additional 9.06 billion USD as a bailout to the private sector. The GoB now needs a supplementary amount of USD 8.11 billion to fight COVID-19 in the health sector alone. Another USD 1.7 billion, over and above the national budget, is required for supplying adequate food to 34 million people living below the poverty line. Considering the calamitous situation, GoB needs at least USD 1.5 billion for providing subsidies in agriculture and rural economies dominated by micro, small and marginal (MSM) producers in order to ensure the food security of the country.

We want to urgently bring to your attention that the GoB budget for the current financial year is forced to allocate 6.20 billion USD for servicing external debts to International Financial Institutions. At this critical time if this servicing of public debts are suspended, the GoB will be able to put the amount into serving emergency health, food and agriculture sectors to fight the COVID-19 pandemic. We urge all the multilateral, regional and bilateral financial institutions to follow the suggestions proposed by the World Bank and IMF and suspend servicing of the public debts for 2020, so that GoB can free its limited resources and allocate it solely for helping the people in overcoming the COVID-19 challenge.

We therefore strongly demand the suspension of all installments of public debt for at least the financial year 2020-2021 so that the country can better combat the pandemic and overcome the impact of this disaster on its citizens’ health, food and economic vulnerabilities.

Bangladesh's Sirajganj power plant connects to grid

20 Mar 2019 | China Daily
-----------------

The Sirajganj combined-cycle power plant (CCPP) project in Bangladesh was connected to the grid and began its commissioning on March 19, 2019.

The grid connection marks another milestone for the project after the steam-line blowing, and lays a solid foundation for subsequent performance tests and the project handover.

Constructed by SEPCO III, a subsidiary of POWERCHINA, the 414MW plant is part of the company’s efforts to implement the Belt and Road Initiative and also its first energy project in Bangladesh. It is a significant milestone in encouraging more Chinese electric power companies to tap into the overseas market, and has also boosted China-Bangladesh cooperation in the energy sector.

During the construction, the project has offered more than 3,000 job opportunities to local residents to ease the employment pressure, and trained talent for industrial upgrading.

Additionally, this project has had a significant development impact by alleviating Bangladesh’s electricity shortages, helping the country meet its growing demand for power, and providing clean and efficient energy to Bangladesh’s growing economy.

TIB worried about setting up power plant without DoE clearance

08 May 2018 | MA Rahman | Risingbd.com
------------------------

Transparency International Bangladesh (TIB) has expressed grave concern over the initiative of setting up a coal-fired power plant at Tengragiri reserve forest in Barguna and Power Development Board’s (PDB) signing a power purchase agreement (PPA) with the construction firm without any clearance from Department of Environment (DoE).

At the same time, the organization has demanded immediate cancellation of the initiative risky for nature and lives.

In a statement issued on Monday TIB Executive Director Dr Iftekharuzzaman referred to media reports that a local firm ISOTECH and two other foreign organizations are setting up a coal based 307 megawatt power plant within a kilometer of Tengragiri forest without DoE clearance.

PDB has already signed a 25-year long PPA to buy power from this plant, he added.

Mentioning that the coal plant move was taken violating the section 7 (4) of Environment Conservation Act, 1997, TIB executive director said, according to the environment law it is forbidden to set up any industrial unit within 10 kilometers of reserve forest. He said taking up of such an initiative with the participation of government organization is a matter of grave concern for the country.

Claiming the initiative risky for nature and lives, Dr Iftekharuzzaman urged the government to cancel such destructive initiative as soon as possible and take necessary actions in this regard.

Tengragiri, known as the second Sundarbans of the country, was declared as a sanctuary of wild animals by the Environment and Forest Ministry in October, 2010. The forest was once a part of the Sundarbans and was declared as a reserved forest area in 1960. The forest has around 40 animal species and different kinds of plants.

If effective steps are not taken immediately to stop setting up the coal-fired power plant at Tengragiri reserve forest, the forest would be on the verge of extinction.

27 Sep 2018 | Jagonews24.com
------------------
