China Exim Bank exits Payra Coal Power Plant (Phase-II)

5 June 2022
------------------------

According to an anonymous source of the Power Division, the Export–Import Bank of China (CHEXIM) has cancelled the deal of investing USD 1,547 million for the second phase of the Payra 1320 MW Coal Power Plant.

The Bangladesh China Power Company Limited (BCPCL) came to an agreement with CHEXIM in 2021 to finance USD 1,547 million for 15 years at LIBOR + 2.98% interest rate. The Government of Bangladesh (GOB) approved the terms and conditions of the loan and gave a sovereign guarantee in December 2021.

The estimated budget of the power plant is USD 2,063.60 million in which CHEXIM was supposed to provide an external credit of 75% while the sponsor company, BCPCL, will invest the rest of the amount as equity.

Meanwhile, BCPCL awarded an Engineering, Procurement and Construction (EPC) contract of USD 1,440 million to the consortium of China National Energy Engineering and Construction Company Limited (CECC) and First Northeast Electric Power Engineering Company Limited (NEPC) who were awarded the EPC contract for Payra Coal Power Plant (Phase-I) in 2016.

Getting the information, Bangladesh Power Development Board (BPDB) has already suggested that North-West Power Generation Company Limited (NWPGCL) submit a revised Development Project Proforma (DPP) for consideration of the Government to invest from revenue, according to the source.

The source also said that, the China Exim Bank informed the Economic Relations Division (ERD) about Chinese president Xi Jinping’s announcement of not building new coal-fired power plants abroad.

It is to note that BCPCL is a special purpose vehicle (SPV) of NWPGCL and China National Machinery Import & Export Corporation (CMC). BCPCL received USD 1,984 million earlier to build the first phase of the Payra 1320 MW Coal Power Plant.

Earlier in June 2021, the Government cancelled 10 approved coal power plants in different zones of Bangladesh. Among those, two power plants with a capacity of 2640 MW were based on the Maheshkhali Islands. The GOB had a plan to develop 10 coal power plants with a capacity of 12960 MW on the island.

Among those, Matarbari 1200 MW Phase-I financed the Japan International Cooperation Agency (JICA) and sponsored by the Coal Power Generation Company Bangladesh Limited (CPGCBL) is under construction now and a feasibility study of Matarbari 1200 MW Phase-II is going on. Two power plants - Maheshkhali Coal Power Plant (Phase-I) and Maheshkhali Phase-II were cancelled in June 2021.

These power plants are going to be cancelled as no progress has been seen on the ground. The GOB is planning to convert these power plants from coal to LNG and renewable energy.

The Bangladesh Power Development Board (BPDB) has already acquired 5518 acres and is in the process of acquiring 96 acres of land on the Maheshkhali Islands to develop coal and LNG-fired power plants of which 3000 MW would be generated from Liquefied Natural Gas (LNG).

Saiful Islam Azad, Secretary of BPDB wrote a letter to the Ministry of Power, Energy and Mineral Resources (MOPEMR) mentioning that two ultra-super critical (USC) power plants with a capacity of 2640 MW were planned to be developed by Bay of Bengal Power Company Limited, which is a Joint Venture Company (JVC) with equal share of BPDB and China Huadian Hong Kong Company Limited (CHDHK).

The BPDB had signed Memorandum of Understandings (MOU) with four foreign companies to build four coal power plants in Maheshkhali with a capacity of 5280 MW.

The Coal Power Plants under JVCs are: Maheshkhali 1320 MW coal power plant under JVC of BPDB and Malaysia based Tenaga Nasional Berhad (TNB), Maheshkhali 1320 MW under JVC of BPDB and Korea Electric Power Corporation (KEPCO) and Maheshkhali 1320 MW coal power plant under JVC of BPDB and SEPCO Electric Power Construction Corporation (SEPCO).

In addition to the JVCs, BR PowerGen Limited (a subsidiary of BPDB and Rural Power Company Limited) proposed to develop a coal power plant on the Maheshkhali Islands with a capacity of 1320 MW. There is no progress observed after signing the MOUs.

Additionally, BPDB agreed in principle to provide 30 acres of land on lease for building a 726 MW LNG based combined cycle power plant on Maheshkhali Island, as per a proposal of Orion Power Dhaka Limited, a subsidiary of Orion Group. It is to mention that Orion Group is the third largest Independent Power Producer (IPP) in Bangladesh.

The power projects cancelled in June are:
  1. Patuakhali 1320 MW coal power plant of Ashuganj Power Company Limited (APSCL)
  2. North Bengal 1200 MW coal power plant of APSCL
  3. Mawa 522 MW coal power plant of Orion Group

  10. CPGCBL-Sumitomo 1200 MW coal power plant of CPGCBL and Sumitomo Corporation.

A senior official in BPDB said that the cancellation will not cause any problem in electricity supply. Gas, LNG and renewable energy will take the place of the coal power plants. Besides, the Government will focus on increasing locality-based power generation capacity.

Update on Coal Power Plants: March 2021

According to the Revised Power Sector Master Plan 2018 (PSMP 2018), the Government planned to establish 34 Coal-fired power plants in the period from 2018 to 2038. The Perspective Plan 2021-2041 (PP2041) echoed with it but emphasized on (i) least-cost power generation (ii) low-cost primary energy (iii) infrastructure (iv) investment balance and (v) energy efficiency along with other targets. During formulation of PSMP 2018, several domestic and overseas companies proposed 14 unsolicited coal power plants and received approval for 12 from the Cabinet Committee.

It is to mention that, none of the unsolicited 14 private proposals managed to show significant progress to construct the coal power plants within 2020. On the other hand, Government signed both non-binding and binding agreement with different public and private companies to establish 18 coal power plants out of 34 including:
  1. Adani Godda Coal Power Plant with Adani Power Limited
  2. Banshkhali (S. Alam) Coal Power Plant (1 & 2) with 6 subsidiary companies of S. Alam Group, SEPCO-III and HTG Development Group
  3. Barapukuria (BPDB) Coal Power Plant (Unit-3) under suppliers credit from Industrial and Commercial Bank of China (ICBC)
  4. Barisal (BEPCL) Coal Power Plant (Phase-1) with ISO Tech Electrification Company Limited, Sinohydro (Hong Kong) Holdings Limited and Taylor Power Environmental Company Limited

  11. Matarbari (CPGCBL) Coal Power Plant (Phase-1) with Coal Power Generation Company of Bangladesh Limited (CPGCBL) under ODI loan from Japan International Cooperation Agency (JICA)
  12. Matarbari (CPGCBL) Coal Power Plant (Phase-2) with Coal Power Generation Company of Bangladesh Limited (CPGCBL) under ODI loan from Japan International Cooperation Agency (JICA)
  13. Patuakhali (APSCL) Coal Power Plant with Ashuganj Power Station Company Limited (APSCL) and China Energy Engineering Corporation (CEEC)
  14. Patuakhali (RNPL) Coal Power Plant with Rural Power Company Limited (RPCL) and Norinco International
  15. Payra (BCPCL) Coal Power Plant (Phase-1) with North-West Power Generation Company Limited (NWPGCL) and China National Machinery Import & Export Corporation (CMC)
  16. Payra (BCPCL) Coal Power Plant (Phase-2) with North-West Power Generation Company Limited (NWPGCL) and China National Machinery Import & Export Corporation (CMC)
  17. Pekua (EGCBL-Mitsui) Coal Power Plant with Electricity Generation Company Bangladesh Limited (EGCBL) and Mitsui & Company Limited
  18. Rampal (BIFPCL) Coal Power Plant with National Thermal Power Corporation (NTPC) Limited

Recent newspaper reports revealed several numbers and names of the coal power plants in the cancellation list although nothing disclosed by the authority, except verbal statements of higher officials and the State Minister for Ministry of Power, Energy & Mineral Resources (MPEMR). So, a ground reality check is necessary to get a clear picture of the coal power projects in Bangladesh.

The Planning Ministry cancelled the Pekua Coal power project in October 2019 through stopping finance for the project. In January 2020, the Government decided to scrap Maheshkhali (BPDB-KEPCO) Coal Power Plant and Maheshkhali (BPDB-TNB) Coal Power Plant due to delay in implementation process. The South Korean giant KEPCO and Malaysian state-owned enterprise TNB also decided not to take any new coal project.

The CHDHK couldn’t get necessary approval from Chinese Government to proceed with the coal power project in Maheshkhali. In the meantime, the Government has changed the category of Maheshkhali Island from Industrial Hub to Tourism Hub through cancelling the Sonadia Deep Sea Port project.

The RPCL signed an agreement in September 2018 with Marubeni Corporation to conduct a feasibility study on LNG Based Power Plant on the same site of the coal power project in Gazaria, Munshiganj. Subsequently, it cancelled the coal power project with PowerChina and HYPEC in March 2020 although Chinese counterparts expressed their chagrin on the issue.

The extended timeline of COD for Patuakhali (APSCL) Coal Power Plant is June 2021 now. The sponsor company has taken the land and developed it but yet to form the joint venture company (JVC) or secure any credit for the project. There is very minimal progress shown in the Annual Report 2019-2020 of APSCL.

The land acquisition for both CPGCBL-Sumitomo and CPGCBL-Sembcorp has been done and land filling works were seen on the Sembcorp site even in January 2021. But the JVC and credit is yet to be secured for the projects. It seems that Bangladeshi sponsor CPGCBL is quite hopeful about the projects as per its Annual Report 2019-2020 but both Sumitomo and Sembcorp kept silent about the projects in their latest annual reports.

So, eight coal power projects have either been cancelled or to be cancelled by default. Out of other ten projects, two coal power plants - Barapukuria (Unit-3) and Payra (Phase-1) are under operation now which contribute 8.26% in total energy mix. The under construction coal power plants are:
  1. Adani Godda Coal Power Plant: Installed Capacity 1600 MW (Derated Capacity 1492 MW): Under Construction
  2. Banskhali (SSPL) Coal Power Plant: Installed Capacity 1320 MW (Derated Capacity 1224 MW): Under Construction
  3. Barisal (ITECL) Coal Power Plant: Installed Capacity 350 MW (Derated Capacity 307 MW): Under Construction
  4. Matarbari (CPGCBL) Coal Power Plant (Phase-1): Installed Capacity 1200 MW (Derated Capacity 1104 MW): Under Construction
  5. Matarbari (CPGCBL) Coal Power Plant (Phase-2): Installed Capacity 1200 MW (Derated Capacity 1104 MW): Preparation
  6. Patuakhali (RNPL) Coal Power Plant (Phase-1): Installed Capacity 1320 MW (Derated Capacity 1214 MW): Pre-Construction
  7. Payra (BCPCL) Coal Power Plant (Phase-2): Installed Capacity 1320 MW (Derated Capacity 1214 MW)
  8. Rampal (BIFPCL) Coal Power Plant: Installed Capacity 1320 MW (Derated Capacity 1214 MW): Under Construction
Hope the list will help to get a picture of coal power projects in Bangladesh now.

TIB worried about setting up power plant without DoE clearance

08 May 2018 | MA Rahman | Risingbd.com
------------------------

Transparency International Bangladesh (TIB) has expressed grave concern over the initiative of setting up a coal-fired power plant at Tengragiri reserve forest in Barguna and Power Development Board’s (PDB) signing a power purchase agreement (PPA) with the construction firm without any clearance from Department of Environment (DoE).

At the same time, the organization has demanded immediate cancellation of the initiative risky for nature and lives.

In a statement issued on Monday TIB Executive Director Dr Iftekharuzzaman referred to media reports that a local firm ISOTECH and two other foreign organizations are setting up a coal based 307 megawatt power plant within a kilometer of Tengragiri forest without DoE clearance.

PDB has already signed a 25-year long PPA to buy power from this plant, he added.

Mentioning that the coal plant move was taken violating the section 7 (4) of Environment Conservation Act, 1997, TIB executive director said, according to the environment law it is forbidden to set up any industrial unit within 10 kilometers of reserve forest. He said taking up of such an initiative with the participation of government organization is a matter of grave concern for the country.

Claiming the initiative risky for nature and lives, Dr Iftekharuzzaman urged the government to cancel such destructive initiative as soon as possible and take necessary actions in this regard.

Tengragiri, known as the second Sundarbans of the country, was declared as a sanctuary of wild animals by the Environment and Forest Ministry in October, 2010. The forest was once a part of the Sundarbans and was declared as a reserved forest area in 1960. The forest has around 40 animal species and different kinds of plants.

If effective steps are not taken immediately to stop setting up the coal-fired power plant at Tengragiri reserve forest, the forest would be on the verge of extinction.

27 Sep 2018 | Jagonews24.com
------------------

28 Sep 2018 | Daily Alokito Bangladesh
---------------------

14 Aug 2018 | The Probashi
------------------
