Adani godda power plant: BPDB to pay Tk 1,219.1cr for power not used

If it does not add value, it is a waste, said the seminal American industrialist Henry Ford. And the quote best describes the situation the Bangladesh Power Development Board finds itself in with its deal with India's Adani Power. 


Engineered during Indian Prime Minister Narendra Modi's maiden visit to Bangladesh in 2015, Adani Power has set up a 1,600MW thermal power in Jharkhand's Godda to supply most of the power generated to BPDB through a dedicated transmission line. 

That power plant will be going into generation from August but its transmission would not be ready until December at least, meaning the power would be going to waste. 

And yet, BPDB would have to pay $141.1 million, or Tk 1,219.1 crore, in capacity charge for the four months to December, according to the report "Adani Godda Coal Power Plant: An Achilles Heel of the Power Sector of Bangladesh". 

Capacity charge is a penalty paid to the plant owner for failure to buy a certain portion of power readily available. 

As per the agreement signed in 2017, Adani Power would supply 1,496 MW of electricity for 25 years from December 2021. 

Because of the pandemic, the Adani Group subsidiary pushed the start date by six months. The power plant is all set to start commercial operation in August. 

But the Power Grid Company of Bangladesh (PGCB) said more time is needed to get the infrastructure ready to import electricity. It will take at least December this year. 

As per the agreement, Adani Power would install a dedicated 106 kilometres long 400 kV transmission line from Godda to the interconnection point. 

To relay the power from the point, PGCB took up a Tk 225.2 crore project to construct a 28 km transmission line from the Indo-Bangla border to the Rohanpur substation in Bangladesh. 

The substation is yet to be built as the materials have not arrived, Md. Mizanur Rahman Sarkar, project director of the transmission line, told The Daily Star. 

"We will be able to import power from about 800 MW in the early months of the next year," he said. 

BPDB has agreed to pay the Adani Godda power plant Tk 3.26 as the capacity charge per unit. For similar plants in Bangladesh, the capacity charge is Tk 2.83. 

Nasrul Hamid, the state minister for power, energy and mineral resources, is not sure yet whether BPDB would have to pay the capacity charge for the four months that power is not imported from Adani Power, which is founded by Gautam Adani, the world's fifth richest person. 

"But had we built it by ourselves and did not use the power, we would still have to make the capacity payment." 

The government policy of 'no electricity, no payment' is not applicable for such large-scale independent power producers, he told The Daily Star. 

"If we apply it, no one will agree to build a plant. Adani will invest and we have to pay a minimum return to them. If we don't take electricity, they will be in trouble," Hamid added. 

To offtake electricity from the Godda coal power plant, BPDB would be doing away with its usual 'merit order dispatch' method and go with the 'priority-based dispatch'. 

Under the 'merit order dispatch' method, the power plants supplying cheaper electricity are given the first opportunity to generate. 

But under the 'priority-based dispatch' method, the imported power will be transmitted first keeping the domestic power plants idle even if those generate electricity at a cheaper rate. 

So the power from Adani Godda will be 56.2 percent more expensive than other imported power, 36.9 percent more than imported coal power and 4.3 percent more than domestic coal power, according to the study by the Bangladesh Working Group on the External Debt and India-based Growthwatch. 

Bangladesh will have to pay more than Tk 1 lakh crore to the Adani coal power plant as a capacity charge over the 25-year lifetime of the agreement, which is equal to enough to build three Padma bridges, said the study published on Monday. 

In the worst-case scenario, BPDB will have to pay $423.3 million (Tk 3,657.2 crore), in capacity charges annually, and $11.01 billion (Tk 108,360.6 crore) over the plant's 25 years operational lifetime. 

The Padma bridge was built for $3.87 billion, the Dhaka metro rail for $2.59 billion and the Karnaphuli river tunnel for $1.22 billion, the report added. 

In the best-case scenario, the annual capacity charges payable to the Adani Godda power plant would be $331.66 million (Tk 2,865.55 crore), while the lifetime capacity charges would reach $8.62 billion (Tk 84,903.7 crore). 

Adani Power will have its investment returned in a maximum of six years and a minimum of 4.67 years, according to the report. 

"Capacity charge will depend on the availability of the power plant. If the power plant runs with 85 percent plant load factor (PLF), it will be the highest scenario and the power plant may drop its PLF at 53 percent, which is the lowest average in India," said Hasan Mehedi, one of the authors of the report.

The Adani Godda ultra-supercritical coal power plant being built in Jharkhand’s Godda district by the Adani Group will sell its power to Bangladesh. But a new Indo-Bangladesh report accessed by Down To Earth has claimed that Bangladesh’s economy will suffer in the process, even as Adani will get richer. 

The report also alleged the Adani Group forcibly acquired the land to build the plant from local farmers, without payment of proper compensation. 

The report was published June 7, 2022 by the Bangladesh Working Group on External Debt (BWGED) — a forum of activists and India-based Growthwatch, a voluntary research and advocacy institution that protects natural resources from being grabbed by powerful groups. 

The report stated that Bangladesh Power Development Board (BPDB) signed an agreement with the Adani Group in November 2017 to offtake 1,496 megawatt power from Godda Coal Power Plant under a cross-border electricity trade arrangement. 

The BPDB agreed to pay 3.26 Bangladeshi taka (Rs 2.72) per kilowatt hour as capacity charge, which is higher than any other power plant in Bangladesh. 

“The Power Development Board will have to pay Tk 3,657.23 crore (approximately Rs 3,053.79 crore) in capacity charges annually and Tk 108,360.60 crore (Rs 90,470.265 crore) over the plant’s 25 years operational lifetime”. 

This, the report states, will thus make more money for Adani without benefitting Bangladesh citizens. 

The capacity charge is more than enough to build three bridges over the Padma river in Bangladesh or nine Karnaphuli river tunnels or four metro railways in Dhaka, the report stated. 

According to the report, the Padma Bridge was built at a cost of Rs 3,00,84,56,73,000 while the construction of metro railways in Dhaka cost Rs 2,01,34,11,61,000 and the Karnaphuli River tunnel cost Rs 94,83,15,15,000. 

Moreover, according to the report, in the best scenario, the annual capacity charges payable to the Adani Godda power plant would stand at Tk 2,865.55 crore (Rs 2,392.16 crore), while the lifetime capacity charges would reach Tk 84,903.72 crore (Rs 70,877.62 crore). 

“Since Bangladesh doesn’t need any more power, the amount spent will only benefit the Adani Group, not the people of Bangladesh,” Hasan Mehedi, member secretary of BWGED and one of the authors of the report, was quoted as saying. 

“So, the people and the Bangladesh economy particularly, will have to suffer for the luxury of a billionaire company who is getting richer every year,” Mehedi added. 

The coal-fired Adani Godda plant being built in Jharkhand may be commissioned in August. However, the transmission line required by Bangladesh in order to import power from the Indo-Bangla border is likely to not be ready by December. 

“BPDB will have to pay Tk 1,219.10 crore (Rs 1,017.70 crore) in capacity charges for the waiting period of four months even though no power will make its way to Bangladesh,” the report said. 

The report noted that the power plant may emit 221.1 million tonnes (MT) of carbon dioxide in its lifetime, with an average emission of 9.35 MT annually. 

“India is the third-largest country in the world which is committed to achieve net zero by 2070, instead of 2050. The position is highly criticised by the global community. This power plant will only help to establish India as a climate denier,” it said. 

The environmental and social cost of the emissions of hazardous air pollutants and carbon dioxide will be Rs 5,569.34 crore per year and Rs 188,708.29 crore over the plant’s lifetime. 

The report went on to recommend that in the light of the statements made during the 26th Conference of Parties to the United Nations Framework Convention on Climate Change in Glasgow, both Delhi and Dhaka should explore ways of annulling the existing bilateral agreement and replacing an agreement in line with the 2015 Paris Agreement and 2021 Glasgow commitments. 

“Both of the governments should cancel the Power Purchase Agreement and create a flexible supply regime for Renewable Energy (RE). Since it involves commercial agreements, a joint committee can be formed to resolve any issues arising out of the change,” it said. 

Kazi Maruful Islam, convener of BWGED and professor of the development studies department in the University of Dhaka, was quoted as saying, “Considering the energy security, Russia-Ukraine war and global economic crisis, there is no other way than cancelling these types of agreements and building a renewable energy based electricity system in Bangladesh.” 

Bangladesh will pay enough to build 3 Padma bridges as capacity payment to Adani

Three Padma Bridges, nine Karnaphuli River Tunnels or four metro rails: that is how many mega infrastructures Bangladesh can build with the money it is paying to the Indian Adani Group as capacity payment under a power purchase agreement (PPA). 


Bangladesh will pay around $11.01 billion for importing 1,496 megawatts (MW) of electricity from Adani Godda 1,600 MW Thermal Power Plant over its 25 years of lifetime revealed a report co-published by the Bangladesh Working Group on External Debt (BWGED) and Indian Growthwatch. 

"The amount for the capacity charge is nine times higher than the budget of Karnaphuli River Tunnel and more than four times than the Dhaka Metro Rail," said Hasan Mehedi, an author of the report and member secretary of the BWGED. 

Since 2010-2011, Bangladesh Power Development Board (BPDB) has paid around $8.54 billion as capacity charges to independent power producers (IIPs) and rental and quick rental power plants owners. 

"This power plant will be a huge burden on the Bangladesh economy. It doesn't make any sense to import coal power from India when Bangladesh is experiencing around 60% overcapacity now," Mehedi said. 

On 2 June, at a citizen discussion held at the National Press Club, State Minister of Power Energy and Mineral Resources Nasrul Hamid, however, claimed that the country does not have overcapacity in electricity. 

He said apart from captive power, the total installed capacity of power is around 21,000MW. But the capacity stands at 16,000 MW to 17,000MW if 10% for derated capacity and 10% for scheduled maintenance is excluded, whereas the current demand is around 14000MW. 

Instead, we see capacity shortage if we consider 20% standby reserve margin. 

The BPDB signed an agreement with Adani Group in November 2017 to offtake 1,496 MW power from its Godda Coal Power Plant under the cross-border electricity trade arrangement. 

As per the agreement, the BPDB agreed to pay $0.038 or Tk3.26 per (kilowatt hour) kWh as capacity charge, higher than any other power plant in Bangladesh. 

As per the report estimates, the cost of electricity from the Godda power plant will be at least tk9.09 per kWh, which is 56% higher than other imported electricity and 196% higher than solar power in India. 

According to the BWGED and Growthwatch's report, the Adani Group may take $423.29 million as capacity charge per year, but the money will not benefit the Bangladeshi people. 

In addition to that, the cost of electricity from the Godda Adani Group will increase by 5.5% per year, while the cost of solar power will be decreasing at a yearly rate of 10%. 

At present, Bangladesh imports 1,160MW electricity from India through cross-border electricity trade agreements. 

The first unit of 1600 MW is scheduled to start commercial operation by this July while the second unit will come online by December this year. 

But the corresponding transmission line from Indo-Bangla border to Bangladeshi national grid has not been prepared yet. 

Sources at the BPDB said that Bangladesh won't be able to receive the electricity until December this year. 

Even if the transmission line were built by December 2022 according to the plan, Bangladesh will have to pay $141.10 million of capacity charges in four months only. 

Md Mizanur Rahman Sarkar, project director at Rahanpur to Monakasha Border 400kV Transmission Line, told The Business Standard, "The physical work of the Bangladesh part of the project is almost completed. But transmission line in the Indian side has yet not been completed." 

Sarkar, however, said that the power evacuation would be started within five to six months. 

For evacuating electricity from the plant, 134 km (30km in Bangladesh side and 104km in Indian side) transmission line construction project was taken by both countries. 

২৫ বছরে ক্যাপাসিটি চার্জ লাগবে এক লাখ আট হাজার কোটি টাকা : আদানির বিদ্যুৎ ক্রয়

ভারতের আদানি গ্রুপের গড্ডা কয়লা বিদ্যুৎকেন্দ্র থেকে ২৫ বছর বিদ্যুৎ কিনবে বাংলাদেশ। এ সময়ে শুধু ক্যাপাসিটি চার্জ হিসেবে বাংলাদেশ সরকারকে গুনতে হবে এক লাখ আট হাজার ৩৬১ কোটি টাকা (১১.০১ বিলিয়ন ডলার)। এ অর্থ দিয়ে কমপক্ষে তিনটি পদ্মা সেতু নির্মাণ করা সম্ভব। ‘আদানি গড্ডা কোল পাওয়ার প্ল্যান্ট: অ্যান অ্যাকিলিস হিল অব দ্য পাওয়ার সেক্টর অব বাংলাদেশ’ শীর্ষক প্রতিবেদনে এ তথ্য উঠে এসেছে।

বাংলাদেশের বৈদেশিক দেনা-বিষয়ক কর্মজোট (বিডব্লিউজিইডি) ও ভারতীয় গ্রোথওয়াচ যৌথভাবে প্রতিবেদনটি প্রণয়ন করেছে, যা গতকাল প্রকাশ করা হয়। প্রতিবেদনের অন্যতম লেখক ও বিডব্লিউজিইডি’র সদস্য সচিব হাসান মেহেদী বলেন, আদানিকে ২৫ বছরে যে ক্যাপাসিটি চার্জ দেয়া হবে তার পরিমাণ কর্ণফুলী টানেলের মোট বাজেটের ৯ গুণ এবং ঢাকা মেট্রোরেল প্রকল্পের চারগুণেরও বেশি। 

প্রতিবেদনে বলা হয়, আদানি গ্রুপ প্রতি বছর কমপক্ষে তিন হাজার ৬৫৭ কোটি টাকা (৪২.৩৩ কোটি ডলার) ক্যাপাসিটি চার্জ হিসেবে নিয়ে যাবে, যা বাংলাদেশের জনগণের উপকার না করে বরং আদানি গ্রুপকে আরও ধনী হওয়ার সুযোগ করে দেবে। 

প্রকল্পটির হালনাগাদকৃত অগ্রগতি প্রতিবেদন অনুসারে, বিদ্যুৎকেন্দ্রটি আগামী আগস্টে আদানির কেন্দ্রটি উৎপাদন শুরু করবে। যদিও সঞ্চালন লাইন না হওয়ায় এখনই কেন্দ্রটি থেকে বাংলাদেশে বিদ্যুৎ সরবরাহ করা সম্ভব হবে না। আগামী ডিসেম্বরে বিদ্যুৎ সঞ্চালন লাইন নির্মাণ সম্পন্ন হলেও আগস্ট থেকে ডিসেম্বর পর্যন্ত চার মাসে এক ইউনিট বিদ্যুৎ না কিনেও এক হাজার ২১৯ কোটি টাকা ক্যাপাসিটি চার্জ দিতে হবে বাংলাদেশকে।

প্রতিবেদনের প্রাক্কলন অনুযায়ী, আদানি পাওয়ারের এ বিদ্যুৎকেন্দ্র থেকে আমদানিকৃত প্রতি ইউনিট বিদ্যুতের দাম পড়বে বর্তমানে কমপক্ষে ৯ টাকা ৯ পয়সা, যা বর্তমানে আমদানিকৃত বিদ্যুতের তুলনায় ৫৬ শতাংশ বেশি এবং ভারতের সৌরবিদ্যুতের উৎপাদন ব্যয়ের তুলনায় ১৯৬ শতাংশ বেশি। 

এ ছাড়া আদানি গ্রুপের গড্ডা কয়লা বিদ্যুৎকেন্দ্র থেকে আমদানিকৃত বিদ্যুতের দাম প্রতি বছর কমপক্ষে ৫ দশমিক ৫০ শতাংশ হারে বাড়বে। এতে ২০৪৭ সালে আদানির প্রতি ইউনিট বিদ্যুতের দাম বেড়ে দাঁড়াবে ৩৬ টাকা ৪১ পয়সা। যদিও দেশে ও প্রতিবেশী দেশ ভারতে উৎপাদিত সৌরবিদ্যুতের দাম প্রতি বছর ১০ শতাংশ হারে কমছে। 

হাসান মেহেদী বলেন, ‘এ বিদ্যুৎকেন্দ্র বাংলাদেশের অর্থনীতির উপর মারাত্মক চাপ তৈরি করবে। বাংলাদেশের অতিসক্ষমতার মাত্রা ৬০ শতাংশ ছাড়িয়ে যাওয়ার পরও ভারত থেকে অতি-খরুচে বিদ্যুৎ আমদানির কোনো যৌক্তিকতা নেই।’ 

প্রতিবেদনটির তথ্য অনুযায়ী, গড্ডা কয়লা-বিদ্যুৎকেন্দ্র থেকে নির্গত ক্ষতিকর কার্বনের পরিবেশগত ও সামাজিক ক্ষতির (স্বাস্থ্যসেবা, কৃষি ও মৎস্য) পরিমাণ বছরে পাঁচ হাজার ৫৬৯ কোটি ভারতীয় রুপি (৭২ দশমিক ৯৬ কোটি ডলার)। এতে ২৫ বছরে ক্ষতির পরিমাণ দাঁড়াবে কমপক্ষে এক লাখ ৮৮ হাজার ৭০৮ কোটি ভারতীয় রুপির (২৪ দশমিক ৭২ বিলিয়ন ডলার) সমান। যদিও আদানি পাওয়ার পরিবেশগত ও সামাজিক ক্ষতির কোনো দায়-দায়িত্ব নিচ্ছে না। 

প্রসঙ্গত, আন্তঃসীমান্ত বিদ্যুৎ-বাণিজ্য চুক্তির আওতায় বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ড (বিউবো) ২০১৭ সালের নভেম্বরে আদানি গ্রুপের গড্ডা কয়লা বিদ্যুৎকেন্দ্র থেকে এক হাজার ৪৯৬ মেগাওয়াট বিদ্যুৎ কেনার চুক্তি (পিপিএ) করে। পিপিএ অনুসারে, বিউবো প্রতি ইউনিট বিদ্যুতের বিপরীতে আদানি গ্রুপকে তিন টাকা ২৬ পয়সা (০.০৩৮ ডলার) ক্যাপাসিটি চার্জ দেয়ায় সম্মত হয়, যা বাংলাদেশের অন্য যে কোনো বিদ্যুৎকেন্দ্রের চেয়ে ১৬ শতাংশ বেশি। 

সূত্রমতে, চুক্তির পর আদানি গ্রুপ ঝাড়খন্ডের স্থানীয় অধিবাসীদের ইচ্ছার বিরুদ্ধে যথাযথ ক্ষতিপূরণ না দিয়েই এক হাজার ২৫৫ একর জমি অধিগ্রহণ করে। এছাড়া কোম্পানিটির বিরুদ্ধে সন্ত্রাসী ও আইন-শৃঙ্খলা রক্ষাকারী বাহিনী ব্যবহার করে স্থানীয় অধিবাসীদের উচ্ছেদ ও অত্যাচারের অভিযোগ রয়েছে। এ বিদ্যুৎকেন্দ্র থেকে প্রতি বছর ৯৩ দশমিক ৫০ লাখ টন কার্বন নির্গমন হবে, যা ২৫ বছরের মেয়াদকালে ২২ কোটি ১১ লাখ টনে পৌঁছাতে পারে। ভারত বর্তমানে বায়ুদূষণের দিক দিয়ে পৃথিবীর পঞ্চম ও কার্বন নির্গমনের দিক দিয়ে তৃতীয় স্থানে রয়েছে। এ বিদ্যুৎকেন্দ্র দূষণ ও কার্বন নির্গমনের দিক দিয়ে ভারতের অবস্থানকে আরও দুর্বল করবে। 

এদিকে বাংলাদেশ সরকার এককভাবে এ কেন্দ্রটি থেকে বিদ্যুৎ কেনার চুক্তি বাতিল করতে পারবে না। তাই প্যারিস চুক্তি ও গাসগো প্রতিশ্রুতির আলোকে বর্তমান চুক্তি সংশোধন করে ভারত থেকে নবায়নযোগ্য জ্বালানিভিত্তিক বিদ্যুৎ সরবরাহের জন্যে একটি যৌথ কমিটি গঠনের জন্য উভয় দেশের সরকারের কাছে প্রস্তাব করা হয়েছে প্রতিবেদনটিতে। পাশাপাশি গড্ডা বিদ্যুৎকেন্দ্র বন্ধ করার আগ পর্যন্ত প্রতিবেশী দেশ থেকে বিদ্যুৎ আমদানির ক্ষেত্রে ‘নো ইলেকট্রিসিটি নো পেমেন্ট’ বিধান আরোপ ও বিদ্যুৎ আমদানির ক্ষেত্রে কার্বন নির্গমন ও মানবাধিকারের মানমাত্রা নির্ধারণের সুপারিশ করা হয়। 

প্রতিবেদনের অন্যতম লেখক ও গ্রোথওয়াচের সমন্বয়কারী বিদ্যা দিনকর বলেন, ‘মুজিব জলবায়ু সমৃদ্ধি পরিকল্পনা অনুসারে ভারত বা অন্য প্রতিবেশী দেশ থেকে জীবাশ্ম জ্বালানিভিত্তিক বিদ্যুৎ আমদানি বন্ধ করে শুধু নবায়নযোগ্য জ্বালানি আমদানির জন্য বাংলাদেশ সরকারের কঠোর অবস্থান নেয়া উচিত।’ 

পাশাপাশি টেকসই উন্নয়ন লক্ষ্যমাত্রা (এসডিজি) ও মুজিব জলবায়ু সমৃদ্ধি পরিকল্পনার আওতায় আগামী ২০২৫ সালের মধ্যে কমপক্ষে ২৫ শতাংশ এবং ২০৩০ সালের মধ্যে ৩০ শতাংশ বিদ্যুৎ নবায়নযোগ্য উৎস থেকে সরবরাহের জন্য আদানি গ্রুপকে বাধ্য করার জন্য নির্দেশ দিতে বাংলাদেশ সরকারের প্রতি আহ্বান জানানো হয় প্রতিবেদনটিতে। 

বিডাব্লিউজিইডি’র আহ্বায়ক ও ঢাকা বিশ্ববিদ্যালয়ের উন্নয়ন অধ্যয়ন বিভাগের অধ্যাপক ড. কাজী মারুফুল ইসলাম এ প্রসঙ্গে বলেন, ‘বাংলাদেশের জ্বালানি নিরাপত্তা, রাশিয়া-ইউক্রেন যুদ্ধ ও বৈশ্বিক অর্থনৈতিক সংকট বিবেচনায় নিয়ে এ ধরনের চুক্তি বাতিল করে নবায়নযোগ্য জ্বালানিভিত্তিক বিদ্যুৎব্যবস্থা গড়ে তোলার কোনো বিকল্প নেই।’

The capacity charge Bangladesh is set to pay the 1600MW Adani Godda power plant over its 25 years lifetime is more than enough to build three Padma bridges or nine Karnaphuli River tunnels or four metro railways in Dhaka, revealed a new report released on Monday. 

The report jointly published by the Bangladesh Working Group on the External Debt and India-based Growthwatch estimated the capacity charge owed by Bangladesh to the Indian builder of the power plant in light of the agreement signed between the parties. 

In the worst case scenario, the Power Development Board will have to pay $ 423.29 million or Tk 3,657.23 crore in capacity charges annually, and $ 11.01 billion or Tk 1,08,360.60 crore over the plant’s 25 years operational lifetime, the report said. 

The Padma Bridge was built at a cost of $ 3.87 billion while the construction of metro railways in Dhaka costs $ 2.59 billion and the Karnaphuli River tunnel $ 1.22 billion, the report added. 

In the best case scenario, the annual capacity charges payable to the Adani Godda power plant would stand at $ 331.66 million or Tk 2,865.55 crore while the lifetime capacity charges would reach $ 8.62 billion or Tk 84,903.72 crore. 

The Adani Power Limited, a subsidiary of the India-based Adani Group, will have its investment returned in maximum six years, which may get reduced to 4.67 years in the worst case scenario, according to the report. 

‘Since Bangladesh doesn’t need any more power, the amount spent will only benefit the Adani Group, not the people of Bangladesh,’ said Hasan Mehedi, one of the authors of the report. 

‘So, the people, and the Bangladesh economy particularly, will have to suffer for the luxury of a billionaire company who is getting richer every year,’ added Mehedi, who is also the member secretary of BWGED. 

The coal-fired Adani Godda plant being built in Jharkhand is likely to be commissioned in August but the transmission line Bangladesh needs to import power from the India-Bangladesh border will not be ready by December. 

The PDB would have to pay $ 141.10 million or Tk 1219.10 crore in capacity charge in the four months till December. 

Bangladesh paid over $ 1.55 billion or Tk 13,155 crore in capacity charge in 2020-21 for keeping about 60 per cent of its current generation capacity idle. 

The PDB agreed to pay the Adani Godda power plant Tk 3.26 as capacity charge for per unit of unused electricity, above the capacity charge of Tk 2.83 paid to other similar power plants in Bangladesh. 

The contract with the Adani Godda power plant also obliged the PDB to import electricity first despite the availability of cheaper electricity locally, the report said. 

The PDB is also obliged to pay the price of fuel and Variable Operation and Maintenance cost for generated electricity for the power plant that is importing coal from more than 8,000km away and then transporting it by rail for another 700km to the plant site. 

The PDB will also pay a wheeling charge of Tk 0.29 per unit for the transmission line built for evacuating electricity from the plant to the India-Bangladesh border with a yearly increase rate of 1 per cent, the report said. 

The per unit electricity cost from the power plant may reach Tk 9.09 in 2022 and Tk 36.41 in 2047, which is 56.2 per cent higher than the imported power, 56.5 per cent higher than the domestic solar power and 196.1 per cent higher than the Indian solar power, the report said. 

The report also estimated the environmental and social costs of the emissions of hazardous air pollutants and carbon dioxide from the power plant to be at $ 729.64 million or 5,569.34 crore Indian rupees per year and $ 24.72 billion or 188,708.29 crore Indian rupees over the power plant’s lifetime. 

The power plant will likely emit 229.8 to 288.3 million tonnes of CO2 in its lifetime, the report said. 

The Adani Power Limited acquired 1,255 acres, of which 81 per cent was agricultural land, from local farmers and indigenous Santal communities, displacing 5,339 households. 

The estimated total cost of the Adani Godda power plant is $ 1.98 billion with $ 578 million equity and $ 1.4 billion loan. 

About 14 per cent of the finance is coming from the Adani Group while other financiers included those from the USA. 

SEPCO3, the subsidiary of the state-owned PowerChina, and the US-based global conglomerate, General Electric, is involved in the construction of the plant. 

Coal import for Rampal power plant denounced

Economists, environmentalists and rights activists in a joint statement on Friday demanded the stoppage of the import of Indian coal for Rampal coal-fired power plant. 

They also called for the termination of the construction of the power plant near the Sunderbans. 

They urged both the Bangladeshi and the Indian governments to cancel the initiatives. 

They said that recently they came to know from the Indian media that the first consignment of coal from India would be arrived at Mongla Port of Bangladesh From Jharkhand via Kolkata, India, within next two to three days. 

‘The reason for importing coal is to experiment. Once the unit will run in full capacity, there will be transportation of 20,000 tonnes of coal per month from Kolkata port,’ they said. 

They said that the pollution from coal burning will badly affect the biodiversity and ecology of the Sunderbans. 

Economist Anu Muhammad, Bangladesh Environmental Lawyers Association chief executive Syeda Rizwana Hasan, Transparency International Bangladesh executive director Iftekharuzzaman, Nijera Kori coordinator Khushi Kabir, Association for Land Reform and Development executive director Shamsul Huda, Bangladesh. 

Working Group on External Debt convener Kazi Maruful Islam and its member secretary Hasan Mehedi are among the people who issued the statement.

The statement also said that the secrecy about the project, which has been constructing spending public wealth and money, was an evidence of the government’s undemocratic principles. 

It was also an infringement of the people’s rights to know, they added.

রামপাল কয়লা বিদ্যুৎকেন্দ্রের জন্য ভারতীয় কয়লা আমদানির প্রতিবাদ জানিয়েছেন পরিবেশবাদীরা। তবে বিদ্যুৎ প্রকল্পের কর্তৃপক্ষ জানিয়েছে, এই কয়লা জ্বালানির জন্য আনা হচ্ছে না। কয়লা মজুদের জন্য নির্মাণাধীন ইয়ার্ডে এগুলো ব্যবহার করা হবে।

বিবৃতিতে বলা হয়, ভারতীয় সংবাদপত্রে প্রকাশিত খবর অনুযায়ী রামপাল বিদ্যুৎকেন্দ্রের জন্য দেশটির ঝাড়খন্ডের ধানবাদ থেকে কলকাতা বন্দরে ৩ হাজার ৮০০ টন কয়লা খালাস করা হয়েছে, যা জাহাজের মাধ্যমে মোংলা বন্দরে পাঠানো হবে। পরীক্ষামূলকভাবে বিদ্যুৎকেন্দ্র চালানোর জন্য এই কয়লা আমদানি করা হচ্ছে। প্রকাশিত সংবাদে আরও জানানো হয়েছে যে, পুরোদমে বিদ্যুৎকেন্দ্র চালু হলে প্রতি মাসে কলকাতা থেকে ২০ হাজার টন কয়লা সরবরাহ করা হবে। 

বিবৃতিতে আরও বলা হয়, রামপাল বিদ্যুৎকেন্দ্রের জন্য কয়লা আমদানির চুক্তির কোনও খবর ভারত বা বাংলাদেশের সরকার জানায়নি। এ প্রকল্পের শুরু থেকেই বিশ্বজনমত, বিশেষজ্ঞদের পরামর্শ ও পরিবেশগত কি উপেক্ষা করে ধ্বংসাত্মক সিদ্ধান্ত নেওয়া হচ্ছে। তারা বলেন, ভারতীয় কয়লা পৃথিবীর অন্যতম নিম্নমানের। প্রতি কেজি অস্ট্রেলীয় বা ইন্দোনেশীয় কয়লায় যেখানে ৭০ গ্রাম ছাই তৈরি হয় সেখানে ভারতীয় কয়লায় ছাই তৈরি হয় ৩০০ গ্রাম। প্রতি ইউনিট বিদ্যুতের জন্য ভারতীয় কয়লা দরকার ৭০০ গ্রাম, যেখানে যুক্তরাষ্ট্রের কয়লা দরকার ৪৫০ গ্রাম ও ইন্দোনেশিয়ার ৫০০ গ্রাম। এ কারণে বিদ্যুৎ উৎপাদন করার জন্য ভারত নিজেই অস্ট্রেলিয়া, ইন্দোনেশিয়া ও দক্ষিণ আফ্রিকা থেকে কয়লা আমদানি করে থাকে। 

বিবৃতিতে বলা হয়, ভারতীয় কয়লা ব্যবহার করলে একদিকে ৪০ শতাংশ বেশি কয়লা দরকার হবে, অন্যদিকে প্রায় ৫ গুণ বেশি ছাইয়ের দূষণ বাড়বে। বিবৃতিতে বলা হয়, ভারত থেকে কয়লা আনার ক্ষেত্রে রায়মঙ্গল-চালনা-মোংলা রুট ব্যবহার করা হবে, যা সুন্দরবনের ভেতরের বলেশ্বর, শিবসা, শাকবাড়িয়া, আড়পাঙ্গাশিয়া, কালিন্দী, পানগুছি ও রায়মঙ্গল নদী ব্যবহার করা হবে। এতে সুন্দরবনের নদুী ও বনাঞ্চলে দূষণ ছড়িয়ে পড়বে। বিশিষ্টজন রামপাল কেন্দ্র নির্মাণ বন্ধের দাবি জানান। 

রামপাল বিদ্যুৎকেন্দ্রের মালিক বাংলাদেশ-ভারত মৈত্রী বিদ্যুৎ কোম্পানির ব্যবস্থাপনা পরিচালক আফসার উদ্দিন সমকালকে বলেন, বিবৃতিদাতাদের তথ্য সঠিক নয়। তাদের উচিত ছিল বিবৃতি দেওয়ার আগে কর্তৃপক্ষের সঙ্গে আলোচনা করা। তিনি বলেন, রামপাল কেন্দ্রের জ্বালানি হিসেবে কয়লা আসবে অস্ট্রেলিয়া, ইন্দোনেশিয়া ও দক্ষিণ আফ্রিকা থেকে। ভারত থেকে আসছে কার্পেট কয়লা। কয়লা মজুদের জন্য যে ইয়ার্ড বানানো হচ্ছে তাতে কার্পেটিং করার জন্য নিম্নমানের এই কয়লা আনা হচ্ছে। ১০ লাখ টন কয়লা মজুদের জন্য চারটি ইয়ার্ড তৈরি করা হচ্ছে, যার প্রতিটিতে আড়াই লাখ টন কয়লা থাকবে। একটি ইয়ার্ডে কার্পেট করতে তিন-চার হাজার টন কয়লা লাগবে। 

তিনি বলেন, ১৩২০ মেগাওয়াটের কেন্দ্রটি চালাতে দিনে ১০ হাজার টনের ওপর কয়লা লাগবে। ভারত থেকে যে কয়লা আসছে সেটার প্রতি কেজির শক্তির মান ২৮০০ কিলো-জুল। আর জ্বালানির জন্য যে কয়লা ব্যবহার করা হবে তার শক্তির মান ৫৫০০ কিলো-জুলের ওপরে।

ভারতীয় কয়লা আমদানি ও রামপাল কয়লা-বিদ্যুৎকেন্দ্র নির্মাণ বাতিলের দাবি করেছেন বিশিষ্টজনেরা। শুক্রবার (২ জুলাই) এক বিবৃতিতে তারা এ দাবি করেন।

বিবৃতিতে বলা হয়, ভারতীয় সংবাদপত্রে প্রকাশিত খবর অনুযায়ী রামপাল বিদ্যুৎকেন্দ্রের জন্য ভারতের ঝাড়খণ্ডের ধানবাদ থেকে কলকাতা বন্দরে ৩ হাজার ৮০০ টন কয়লা খালাস করা হয়েছে যা জাহাজের মাধ্যমে মংলা বন্দরে পাঠানো হবে। পরীক্ষামূলকভাবে এই বিদ্যুৎকেন্দ্র চালানোর জন্য এই কয়লা আমদানি করা হচ্ছে। প্রকাশিত সংবাদে আরও জানানো হয়েছে যে, পুরোদমে বিদ্যুৎকেন্দ্র চালু হলে প্রতি মাসে কলকাতা থেকে ২০ হাজার টন কয়লা সরবরাহ করা হবে। 

বিবৃতিতে আরও বলা হয়, রামপাল বিদ্যুৎকেন্দ্রের জন্য কয়লা আমদানির চুক্তির কোনও খবর ভারত বা বাংলাদেশের সরকার জানায়নি বা কোনও সংবাদমাধ্যমে প্রকাশিত হয়নি। এ প্রকল্পের শুরু থেকেই বিশ্ব-জনমত, বিশেষজ্ঞদের পরামর্শ ও পরিবেশগত ঝুঁকি উপেক্ষা করে ধ্বংসাত্মক সিদ্ধান্তগুলো নেওয়া হচ্ছে। রাষ্ট্রীয় অসামরিক সম্পদ ও অর্থ ব্যয় সম্পর্কিত চুক্তি সম্পাদনে এ ধরনের গোপনীয়তা ও অস্বচ্ছতা গণতান্ত্রিক নীতি ও নৈতিকতার পরিপন্থী এবং নাগরিকদের জানার অধিকারের প্রতি অশ্রদ্ধা প্রদর্শনের নামান্তর।

তারা বলেন, ভারতীয় কয়লা পৃথিবীর সবথেকে নিম্নমানের কয়লার অন্যতম। প্রতি কেজি অস্ট্রেলীয় বা ইন্দোনেশীয় কয়লায় যেখানে ৭০ গ্রাম ফ্লাইঅ্যাশ তৈরি হয় সেখানে ভারতীয় কয়লায় ফ্লাইঅ্যাশ তৈরি হয় ৩০০ গ্রাম। প্রতি ইউনিট বিদ্যুতের জন্য ভারতীয় কয়লা দরকার ৭০০ গ্রাম, যেখানে মার্কিন যুক্তরাষ্ট্রের কয়লা দরকার ৪৫০ গ্রাম ও ইন্দোনেশিয়ার ৫০০ গ্রাম। যে কারণে বিদ্যুৎ উৎপাদন করার জন্য ভারত নিজেই অস্ট্রেলিয়া, ইন্দোনেশিয়া ও দক্ষিণ আফ্রিকা থেকে কয়লা আমদানি করে থাকে। ভারতীয় কয়লা ব্যবহার করলে একদিকে ৪০ শতাংশ বেশি কয়লা দরকার হবে অন্যদিকে প্রায় ৫ গুণ বেশি ফ্লাইঅ্যাশের দূষণ বাড়বে। 

বিবৃতিতে বলা হয়, ভারত থেকে কয়লা আনার ক্ষেত্রে রায়মঙ্গল-চালনা-মোংলা রুট ব্যবহার করা হবে যা সুন্দরবনের ভিতরের বলেশ্বর, শিবসা, শাকবাড়িয়া, আড়পাঙ্গাশিয়া, কালিন্দী, পানগুছি ও রায়মঙ্গল নদী ব্যবহার করা হবে। প্রতিমাসে ভারত থেকে ৩০টি ও আকরাম পয়েন্ট থেকে ৮০টি কয়লাবাহী জাহাজ এসব নদী দিয়ে চলাচল করবে। গত ১০ বছরে সুন্দরবনের শ্যালা, পশুর, কুঙ্গা ও ভৈরব নদীতে গত ১০ বছরে ১১টি এবং ভারতের অংশে ৯টি কার্গো ফ্লাইঅ্যাশের ডুবে যায় যার মাধ্যমে প্রায় ৬ হাজার টন ফ্লাইঅ্যাশ, ৫ হাজার টন কয়লা, ৩৭০ টন জ্বালানি তেল, ৫০০ টন পটাশিয়াম, ১ হাজার ৩৬ টন জিপসাম ও ৭০০ টন গম সুন্দরবনের নদী ও বনাঞ্চলে ছড়িয়ে পড়ে। 

রামপাল বিদ্যুৎকেন্দ্র নির্মিত হলে এর দূষণের সঙ্গে কয়লা পরিবহণের দূষণ যুক্ত হয়ে সুন্দরবনের পানি, মাটি, গাছপালা ও প্রাণিসম্পদের যে ক্ষতি হবে তাতে বিশ্ব ঐতিহ্য ও বাংলাদেশের এই প্রাকৃতিক ঢাল ধ্বংসের মুখে পড়বে বলে তারা আশঙ্কা প্রকাশ করেন। 

সমাজের এই বিশিষ্টজনেরা অবিলম্বে রামপাল বিদ্যুৎকেন্দ্র নির্মাণ ও ভারত থেকে কয়লা আমদানির অন্যায্য, অস্বচ্ছ ও গোপন উদ্যোগ বাতিলের জন্য বাংলাদেশ ও ভারত সরকারের কাছে দাবি জানান। 

Banshkhali firing: 63 eminent citizens demand exemplary punishment to perpetrators

Sixty-three eminent citizens have urged authorities to immediately stop the killings, attacks, arrests and assaults taking place in Chattogram's Banshkhali over the firing incident at the under-construction coal power plant of S Alam Group and demanded exemplary punishment to the perpetrators. 

The statement came on Saturday after police had arrested an engineer named Shahnewaz Chowdhury, 38, in a case filed by its chief coordinator Faruk Ahmed under the Digital Security Act (DSA). Shahnewaz had posted a status on Facebook about the power plant. 

As an aftermath of the arrest, no one will dare to raise their voice against irregularities, corruptions and mismanagements associated with the power plant project, the distinguished citizens feared. 

"We think that police have arrested him in a baseless and malicious case filed by the project director under the DSA to suppress dissents," reads the statement. 

They also rejected the investigation report alleging that it failed to uncover the mismanagement and illegal activities of the power plant authorities and recommend punishment to policemen employed there. All these were done to divert the incident in a different direction, they said. 

On 4 May, the High Court directed the plant authorities to pay Tk5 lakh to each of the deceased and ordered not to harass plant workers, their family members and locals. By arresting the engineer, the authorities have violated the HC order, they said. 

The signatories include Advocate Sultana Kamal, former caretaker government advisor; Dr Zafrullah Chowdhury, Trustee of Gonoshasthaya Kendra; Khushi Kabir, coordinator of Nijera Kori; Dr Hossain Zillur Rahman, former caretaker government advisor; Badiul Alam Majumdar, member secretary of Sushasaner Jonne Nagarik; Professor Anu Mohammad, professor of economics at Jahangirnagar University; Iftekharuzzaman, executive director of Transparency International Bangladesh, Dr Shahidul Alam, photojournalist; Syeda Rijwana Hasan, chief executive of Bangladesh Environment Lawyers Association; Farah Kabir, director of Action Aid Bangladesh and others. 

They said that 12 innocent people were killed and over 50 people were injured in series of police firings since 2016. 

When all are demanding a fair investigation into the firings and punishment to the perpetrators, the authorities are focusing on shrinking the right of expression of the victims as well as other people, they alleged.

The statement was signed by advocate Sultana Kamal, Dr Zafrullah Chowdhury, Khushi Kabir, Dr Hossain Zilllur Rahman, Badiul Alam Majumder, Prof Anu Mohammad, Syed Iftekharuzzaman, Syeda Rezwana Hasan and Dr Shahidul Alam, among others, alleging that the police, instead of conducting impartial and independent inquiry to the incident, arrested Engineer Shahnewaj Chowdhury from Gandamara area of Banshkhali on May 27 for his post on Facebook. 

As a result, it said, nobody will dare to speak against any corruption and irregularities of the coal-fired power project. 

Through this Facebook post, Shahnewaj expressed his own opinion and urged the youths to play a role against the illegal activities and corruption which should not be deemed as a move to create anarchy or a stability, said the statement. 

It mentioned a High Court bench on May 4 has ordered the authorities concerned to pay condensation of Tk 5 lakh to each of the victims and provide security and protection to the workers, families and locals of the Banshkhali power plant and not to harass them anyway.

Police and district administration, later, formed two separate probe bodies to investigate the matter. 

Two cases were filed on April 18. Sub-Inspector Rashed of Banshkhali police filed a case accusing 2,500 unidentified people on charges of attacking law enforcers. 

Faruk Ahmed, chief coordinator of the power plant, a joint venture involving S Alam Group, lodged another case against 22 named and 1,040 unnamed people for setting vehicles on fire during the incident. 

On April 26, State Minister for Labour and Employment Begum Monnujan Sufian announced Tk2 lakh as compensation. Besides, the junior minister also announced to provide Tk50,000 as treatment cost to each of the victims who sustained injuries in the incident.

স্থানীয় পুলিশ আজ প্রথম আলোকে জানায়, কয়লাবিদ্যুৎকেন্দ্র নিয়ে ফেসবুকে পোস্ট দেওয়ায় শুক্রবার রাতে বাঁশখালী উপজেলার গন্ডামারা ইউনিয়নের ৯ নম্বর ওয়ার্ডের মো. শাহনেওয়াজ চৌধুরী (৩৫) নামের এক ব্যক্তিকে গ্রেপ্তার করে পুলিশ। গন্ডামারায় নির্মাণাধীন কয়লাবিদ্যুৎকেন্দ্র নিয়ে পোস্ট করলেও তিনি কী লিখেছিলেন, তা পুলিশ জানায়নি। 

বিবৃতিতে বলা হয়, ‘এই পোস্টের মাধ্যমে শাহনেওয়াজ চৌধুরী প্রকল্পের বিষয়ে নিজস্ব মতামত ব্যক্ত করেছেন। যুবসমাজকে লেখনীর মাধ্যমে অন্যায়ের বিরুদ্ধে ভূমিকা নেওয়ার আহ্বান জানিয়েছেন। এটাকে কোনোভাবেই আক্রমণাত্মক, মিথ্যা বা অস্থিরতা ও বিশৃঙ্খলা সৃষ্টির চেষ্টা মনে হওয়ার যুক্তিসংগত কোনো কারণ নেই। আমরা মনে করি, জোরপূর্বক ভিন্নমত দমনের উদ্দেশ্যে ডিজিটাল নিরাপত্তা আইনের বিতর্কিত ধারাগুলোর অধীনে কয়লাবিদ্যুৎ প্রকল্পের কর্মকর্তার দায়ের করা ভিত্তিহীন ও বিদ্বেষমূলক মামলায় বাঁশখালী থানার পুলিশ তাঁকে গ্রেপ্তার করেছে।’ 

বিবৃতিতে বলা হয়, ‘বাঁশখালীর বিতর্কিত কয়লাবিদ্যুৎকেন্দ্রের স্বার্থ রক্ষা করতে ২০১৬, ২০১৭ ও সর্বশেষ ২০২১-এর ১৭ এপ্রিলে পুলিশের গুলিবর্ষণের ঘটনায় অন্তত ১২ জন নিরীহ শ্রমিক ও গ্রামবাসী নিহত হয়েছেন এবং গুরুতর আহত হয়েছেন অর্ধশতাধিক মানুষ। নিহত ১২ জনের ৬ জনই গণ্ডামারার অধিবাসী। যেখানে সব মহল থেকে এসব গুলিবর্ষণের ঘটনার নিরপেক্ষ তদন্ত ও দোষীদের শাস্তি প্রদান করার দাবি উঠেছে, সেখানে এ বিষয়ে ব্যবস্থা গ্রহণ না করে সরকার বরং ভুক্তভোগীসহ সবার কথা বলার অধিকারের সংকোচন করছে নানাভাবে।’ 

বিবৃতিদাতারা বলেন, ‘আমরা অত্যন্ত উদ্বেগের সঙ্গে লক্ষ করছি যে বাঁশখালীতে পুলিশের গুলিতে গ্রামবাসী-শ্রমিকদের নিহত-আহত হওয়ার ঘটনায় কোনো নিরপেক্ষ তদন্ত ও কার্যকর আইনি পদক্ষেপ গ্রহণ হয়নি বরং ৩,৫৬২ জন নিরস্ত্র শ্রমিক ও এলাকাবাসীকে আসামি করে প্রকল্প উদ্যোক্তা ও পুলিশ মামলা দায়ের করেছে, যা অব্যাহত হয়রানির সুযোগ সৃষ্টি করছে।’ 

বিবৃতিদাতারা ডিজিটাল নিরাপত্তা আইনকে ‘নিপীড়নমূলক ও সংবিধানবিরোধী’ হিসেবে চিহ্নিত করে এটি বাতিলের দাবি জানান।

Call to drop cases against workers in deadly Bangladesh protest

Several NGOs and human rights organizations have called for the immediate withdrawal of cases filed against Bangladeshi workers over a protest that led to police shooting dead five people.

Workers at the S. Alam-owned SS Power Plant in Banshkhali in Chittagong district were holding a demonstration on April 17 over working conditions and overdue salaries when police opened fire on them, killing five and injuring at least 30.

Police and S. Alam Group have filed two cases against the protesters accusing them of attacking police officers and setting fire to vehicles.

The Bangladesh Working Group on External Debt, NGO Forum on ADB, Asian People’s Movement on Debt and Development, Netherlands-based Re-course and Urgewald held a virtual press conference on April 19.

The groups called for strict legal measures against the sponsor and financers of the under-construction power plant and the police for being responsible for killing five workers.

At the press conference, Abdul Gani, a welder at the plant, gave a first-hand account of the incident.

“A syndicate takes 5,000 taka (US$59) in advance for the worker’s job, 2,000 taka for clothing and 10 percent of the monthly salary of each worker. Before the lockdown, we worked for 12 hours without any overtime. The salary was 18,000 taka for two shifts. After lockdown the work hours came down to 10 hours, but no overtime," he said.

“As we don’t have any trade unions, we demanded an eight-hour day in the month of Ramadan, a one-hour break on Fridays for Jumma prayers and an overtime payment. We also demanded advanced salary during Eid.”

Ryayan Hasan from NGO Forum on ADB termed the killings an absolute violation of human and constitutional rights.

“We demand that all financers of the project including the Bank of China and China Exim are held accountable for their failure to safeguard the workers,” he said.

Govt should stop funding fuel-run power plants: Saber

Bangladesh should stop subsidising fossil fuel based power plants in order to fulfil commitments it has made in various international climate forums, said Saber Hossain Chowdhury, chairman of the parliamentary standing committee on environment, forest and climate change. 

He said that while working for making industrialised countries responsible for environmental degradation, Bangladesh should also ensure that steps had been taken by it so that the environment would not harm.

‘Power sector subsidy has to go,’ said Saber as he addressed an online conference in the afternoon organised ahead of the two-day-long virtual climate summit to begin from April 22 hosted by the US president Joe Biden. 

Bangladesh Working Group on External Debt organised the discussion. Green activists from India, Nepal, Pakistan, Sri Lanka and Bhutan participated in the conference titled Poeple2biden. 

They said that the point of climate discussions at this moment should be about sharing technologies that developed countries were improving with minimal environmental damage. 

Besides claiming reparations from industrialised countries like the USA who are responsible for climate change, the most vulnerable but developing countries also need to make sure that they have the access to clean technologies developed by developing countries, they said. 

‘We demand that Biden should take historical responsibility of climate change,’ said Hemantha Withanage, executive director of the Centre for Environmental Justice, Sri Lanka. 

About 1.8 billion people suffer from climate crisis and the people included countries such as Bangladesh and Sri Lanka, one of the least carbon emitters in the world, he said. 

A total of 40 countries have been invited to the summit with participation from Bangladesh, India and Bhutan from South Asia. 

Speakers reminded that the US is the world’s one of the biggest fossil fuel financiers and also one of the largest patronisers of fossil fuel industry in terms of manufacturing equipment needed to run the industry. 

২০৩০ সালের মধ্যে ৩০% নবায়নযোগ্য জ্বালানির কথা ভাবা হচ্ছে

পরিবেশ, বন ও জলবায়ু পরিবর্তন মন্ত্রণালয় সম্পর্কিত সংসদীয় কমিটির সভাপতি সাবের হোসেন চৌধুরী বলেছেন, দেশে আগামী ২০৩০ সালের মধ্যে ৩০ শতাংশ নবায়নযোগ্য জ্বালানি নিশ্চিত করার কথা ভাবা হচ্ছে। তিনি বলেন, আগামী কয়েক বছরের মধ্যে দক্ষিণ এশীয় দেশগুলোর জীবাশ্ম জ্বালানি খাতে ভর্তুকি কমিয়ে আনতে হবে। জ্বালানি খাতে বাংলাদেশের বছরে প্রায় এক বিলিয়ন মার্কিন ডলার ভর্তুকি দিতে হয়। আগামী ৯ বছরের মধ্যে এটা শূন্যে নামিয়ে আনতে হবে।

বাঁশখালী বিদ্যুৎকেন্দ্রে কর্মরত শ্রমিক হত্যা ও নির্যাতনের প্রতিবাদ জানিয়ে বিবৃতি দিয়েছেন দেশের ৬৮ জন বিশিষ্ট ব্যক্তি। তারা এ ঘটনাকে আইনের পরিপন্থী উল্লেখ করে হত্যা ও গুলিবর্ষণের ঘটনার নিরপেক্ষ বিচার-বিভাগীয় তদন্তের দাবি জানিয়েছেন। একইসঙ্গে দোষী পুলিশ সদস্যদের দৃষ্টান্তমূলক শাস্তির দাবি করেছেন। 

শনিবার (১৭ এপ্রিল) সংবাদ মাধ্যমে এ বিবৃতি পাঠান। 

বিবৃতিতে তারা বলেন, ‘বকেয়া মজুরির দাবিতে সমাবেশরত নিরীহ শ্রমিকদের ওপর গুলিবর্ষণ একটি গর্হিত অপরাধ ও গণতান্ত্রিক সমাজের জন্য লজ্জাকর। আমরা এ ঘটনায় তীব্র নিন্দা জ্ঞাপন করছি। বাংলাদেশের সংবিধান ও আইন অনুসারে পুলিশ কোন অবস্থাতেই নিরীহ শ্রমিকদের ওপর গুলি চালানোর অনুমতি পেতে পারে না।’ 

তারা আরও বলেন, ‘করোনা অতিমারির এই দুর্যোগে শ্রমজীবী মানুষের জীবন-জীবিকা যেখানে এমনিতেই দুর্বিষহ হয়ে উঠেছে, সেখানে মজুরি না দেওয়া শ্রম আইন ও মানবাধিকারের লঙ্ঘন। এস আলম গ্রুপের মতো ধনী শিল্পগোষ্ঠী কেন শ্রমিকদের বকেয়া বেতন পরিশোধ করেনি তার যথাযথ তদন্ত হওয়া প্রয়োজন। একইসাথে শ্রমিকদের মজুরি প্রদানে অবহেলা করার কারণে এস. আলম গ্রুপের সঙ্গে কয়লা-বিদ্যুৎকেন্দ্র নির্মাণে সরকারের যে চুক্তি হয়েছে তা বাতিলের দাবি জানাই।’

Banshkhali workers killing draws protests

Sixty eight eminent citizens of the country in a joint statement on Saturday said that they were outraged by the news of police killing five workers by opening fire on a peaceful demonstration of the workers at the Banshkhali power plant. 

The statement said that the workers were demonstrating for their arrears and opening fire on their peaceful demonstration was a shameful act which went against the rule of law. 

The statement accused the police, who are responsible for the protection of the citizens, of abusing their power by opening fire on such a demonstration. 

Neither the Constitution nor any laws permit the police to open fire on workers under any circumstances, said the statement. 

The Police Regulations of 1943 directs the police to exercise minimum force as a last resort for dispersing a gathering that may threaten public security and fire could not be opened unless warnings were issued several times beforehand, said the statement. 

The aim of opening fire is not to kill but to disperse the gathering, said the statement. The statement demanded a judicial probe into the incident and punishment of the perpetrator police personnel. 

The statement said that the pandemic made life already difficult and not paying workers their arrears constituted offense under the labour law. The statement demanded an investigation into why S Alam Group did not pay the workers at the plant. 

The statement also demanded cancellation of the contract signed between S Alam Group and the government for building the coal-fired power plant at Banshkhali. 

The statement was signed, among others, by Gonoshasthaya Kendra founder Zafrullah Chowdhury, adviser to a former caretaker government Sultana Kamal, Professor Anu Muhammad, BRAC executive chairman Hossain Zillur Rahman, Transparency International Bangladesh executive director Iftekharuzzaman, photographer Shahidul Alam, women’s rights activist Farida Akhtar, writer Rahnuma Ahmed, human rights activist Nur Khan, Professor Asif Nazrul, lawyers Sara Hossain and Syeda Rizwana Hasan, and former cabinet secretary Ali Imam Majumder.

Besides, Bangladesh Paribesh Andolan, Bangladesh Sramik Kalyan Federation, Sramik Karmachari Oikya Parishad Ganasamhati Andolan, Bangladesh Biplobi Sramik Sanghati and Socialist Students’ Front in separate statements condemned the murders of five workers and demanded a judicial probe into the murders. 

They said that the government continued to use police force for suppressing rightful demands. They recalled the 2016 incident in which four villagers in Banshkhali were shot dead during a protest against the acquisition of land for building the power plant. 

They demanded compensation to the families of the slain workers, treatment of the injured ones and realisation of the workers’ demands for which they were demonstrating. 

Progressive Students Alliance, a platform of left-leaning students’ organisations, on Saturday held a procession on the campus protesting at the killings of the workers at Banshkhali in Chittagong, reported DU correspondent. 

Ignoring the ongoing restrictions on movement, the procession broke out from the Teacher-Student Centre on Dhaka University campus on Saturday at about 5:00pm. 

The protesters chanted slogans against the government for the killings of the workers. 

After marching through different streets of the campus, they held a protest rally at the base of the Anti-terrorism Raju Memorial. 

Bangladesh Students Union central vice-president Nazir Amin Joy and joint secretary of DU unit Ragib Nayeem, among others, attended the procession.

শ্রমিক নিহতের ঘটনায় বিচার বিভাগীয় তদন্ত দাবি ৬৮ নাগরিকের

চট্টগ্রামের কয়লাবিদ্যুৎকেন্দ্রে বকেয়া মজুরির দাবিতে বিক্ষোভরত শ্রমিকদের ওপর গুলি ও নিহতের ঘটনায় তীব্র নিন্দা জানিয়ে শনিবার বিবৃতি দিয়েছেন দেশের ৬৮ জন বিশিষ্ট নাগরিক। তাঁরা এ ঘটনার নিরপেক্ষ বিচার বিভাগীয় তদন্ত ও দোষী পুলিশ সদস্যদের দৃষ্টান্তমূলক শাস্তি দাবি করেছেন। 

পাশাপাশি শ্রমিকদের মজুরি দিতে অবহেলার কারণে বিদ্যুৎকেন্দ্রের উদ্যোক্তা এস আলম গ্রুপের সঙ্গে সরকারের কয়লাবিদ্যুৎকেন্দ্র নির্মাণসংক্রান্ত চুক্তি বাতিলের দাবি জানানো হয়। একই ঘটনায় বিভিন্ন রাজনৈতিক দল ও সংগঠন বিবৃতি দিয়েছে। তারা ঘটনার সুষ্ঠু তদন্ত ও দায়ী ব্যক্তিদের শাস্তির পাশাপাশি নিহত ব্যক্তিদের পরিবারকে একজন শ্রমিকের আজীবন আয়ের সমান আর্থিক ক্ষতিপূরণ দেওয়ার দাবি জানায়। 

চট্টগ্রামের এস আলম গ্রুপ ও চীনা প্রতিষ্ঠান সেফকো থ্রি পাওয়ার কনস্ট্রাকশন কোম্পানির যৌথ উদ্যোগে নির্মাণাধীন ১ হাজার ৩২০ মেগাওয়াট ক্ষমতার বিদ্যুৎকেন্দ্র এসএস পাওয়ার প্ল্যান্টে শনিবার শ্রমিকদের বিক্ষোভে গুলি চালায় পুলিশ। এতে পাঁচজন নিহত এবং অনেকেই আহত হন। এর আগে ২০১৬ সালে একই বিদ্যুৎকেন্দ্রে গুলিতে চারজনের মৃত্যুর ঘটনা ঘটে। 

৬৮ জন বিশিষ্ট নাগরিকের বিবৃতিতে বলা হয়, বকেয়া মজুরির দাবিতে সমাবেশরত নিরীহ শ্রমিকদের ওপর গুলিবর্ষণ একটি গর্হিত অপরাধ ও গণতান্ত্রিক সমাজের জন্য লজ্জাকর। যেখানে জনগণের নিরাপত্তা দেওয়া পুলিশের কাজ, সেখানে এমন নির্মম ও অবিবেচনাপ্রসূত হত্যাকাণ্ড ক্ষমতার অপপ্রয়োগ এবং চরম অনাচারের শামিল। 

বিবৃতিতে আরও বলা হয়, করোনা মহামারির এ দুর্যোগে শ্রমজীবী মানুষের জীবন-জীবিকা যেখানে এমনিতেই দুর্বিষহ, সেখানে মজুরি না দেওয়া শ্রম আইন ও মানবাধিকারের লঙ্ঘন। এস আলম গ্রুপের মতো ধনী শিল্পগোষ্ঠী কেন শ্রমিকদের বকেয়া মজুরি পরিশোধ করেনি, তার যথাযথ তদন্ত হওয়া প্রয়োজন। 

বিবৃতিতে ডা. জাফরুল্লাহ চৌধুরী, হামিদা হোসেন, আকমল হোসেন, সুলতানা কামাল, আলী ইমাম মজুমদার, আনু মুহাম্মদ, খুশী কবির, হোসেন জিল্লুর রহমান, ইফতেখারুজ্জামান, শাহীন আনাম, শহিদুল আলম, শামসুল হুদা, পারভীন হাসান, সি আর আবরার, সারা হোসেন, রেহনুমা আহমেদ, সৈয়দা রিজওয়ানা হাসান, আদিলুর রহমান খান, আসিফ নজরুল, রোবায়েত ফেরদৌস, জ্যোতির্ময় বড়ুয়া, জোবায়দা নাসরিন, নূর খান, মাহা মির্জা, আহমেদ কবির কিশোর প্রমুখ সই করেন। 

এদিকে এ ঘটনার নিন্দা এবং তদন্ত ও বিচারের দাবিতে শনিবার বিবৃতি দেয় বাম গণতান্ত্রিক জোট, বাংলাদেশের কমিউনিস্ট পার্টি (সিপিবি), বাংলাদেশের সমাজতান্ত্রিক দল (বাসদ), নাগরিক ঐক্য, শ্রমিক কর্মচারী ঐক্য পরিষদ (স্কপ), বাংলাদেশ ট্রেড ইউনিয়ন কেন্দ্র, জাতীয়তাবাদী শ্রমিক দল, গণসংহতি আন্দোলন, সমাজতান্ত্রিক ছাত্র ফ্রন্ট, খেলাফত মজলিস, মানবাধিকার সংস্কৃতি ফাউন্ডেশন (এসএসএফ) ও সম্মিলিত সামাজিক আন্দোলন। 

নাগরিক ঐক্যের আহ্বায়ক মাহমুদুর রহমান মান্না বিবৃতিতে বলেন, নিরীহ শ্রমিকেরা তাঁদের ন্যায্য দাবি জানাতে গিয়ে গুলি খেয়ে মরবে, এটা স্বাধীন দেশে, স্বাধীনতার এ সুবর্ণজয়ন্তীতে কোনোভাবেই মেনে নেওয়া যায় না।

চট্টগ্রামের বাঁশখালীর এই বিদ্যুৎকেন্দ্রে শ্রমিকদের সঙ্গে সংঘর্ষে পাঁচ শ্রমিকের মৃত্যু হয়েছে

বাঁশখালী বিদ্যুৎকেন্দ্রে গুলিতে পাঁচ শ্রমিক নিহত হওয়ার ঘটনায় ৬৮ বিশিষ্ট নাগরিক বিবৃতি দিয়ে বলেছেন, ‘এমন নির্মম ও অবিবেচনাপ্রসূত হত্যাকাণ্ড ক্ষমতার অপপ্রয়োগ এবং চরম অনাচারের শামিল।’

চট্টগ্রামের বাঁশখালী বিদ্যুৎকেন্দ্রে বকেয়া বেতন আদায়ের দাবিতে ডাকা সমাবেশে পুলিশের গুলিতে পাঁচ শ্রমিক নিহত হওয়ার ঘটনাকে আইনের শাসন পরিপন্থি, গর্হিত অপরাধ ও গণতান্ত্রিক সমাজের জন্য লজ্জাকর বলে উল্লেখ করে বিবৃতি দিয়েছেন লেখক, শিক্ষক, আইনজীবী, অধিকারকর্মীসহ ৬৮ জন বিশিষ্ট নাগরিক। 

এই ঘটনার নিরপেক্ষ বিচার-বিভাগীয় তদন্ত দাবি করে দোষী পুলিশ সদস্যদের দৃষ্টান্তমূলক শাস্তি দাবি করেছেন তারা। 

শনিবার সন্ধ্যায় বিশিষ্ট ব্যক্তিদের পক্ষে বাংলাদেশের বৈদেশিক দেনা বিষয়ক কর্মজোটের (বিডাব্লিউজিইডি) সদস্য সচিব হাসান মেহেদীর সই করা বিবৃতিটি গণমাধ্যমের কাছে আসে। 

এতে বলা হয়েছে, ‘বকেয়া মজুরির দাবিতে সমাবেশরত নিরীহ শ্রমিকদের ওপর গুলিবর্ষণ একটি গর্হিত অপরাধ ও গণতান্ত্রিক সমাজের জন্য লজ্জাকর। আমরা এ ঘটনায় তীব্র নিন্দা জ্ঞাপন করছি। বকেয়া মজুরির দাবিরত শ্রমিকদের উপর গুলি চালানোর ঘটনা আইনের শাসনের পরিপন্থি। 

‘এমন নির্মম ও অবিবেচনাপ্রসূত হত্যাকাণ্ড ক্ষমতার অপপ্রয়োগ এবং চরম অনাচারের শামিল’ বলেও উল্লেখ করা হয়েছে বিবৃতিতে। 

বাংলাদেশের সংবিধান ও আইনে পুলিশ কোনো অবস্থাতেই নিরীহ শ্রমিকদের ওপর গুলি চালানোর অনুমতি পেতে পারে না জানিয়ে বিশিষ্ট নাগরিকরা আরও বলেছেন, ‘পুলিশ প্রবিধান ১৯৪৩-এর বিধান অনুসারে নিরাপত্তার জন্য হুমকিমূলক সমাবেশ অন্য কোনোভাবে ছত্রভঙ্গ না করা গেলে সর্বশেষ পন্থা হিসেবে নূন্যতমভাবে শক্তি প্রয়োগের বিধান রয়েছে এবং সেক্ষেত্রে গুলি চালানোর আগে বার বার সাবধান করতে হবে এবং তা চালাতে হবে কাউকে হত্যা করা না, বরং সমাবেশ ছত্রভঙ্গ করার উদ্দেশ্য থেকে।’ 

এ ক্ষেত্রে আইনের বিধান প্রতিপালন করা হয়নি জানিয়ে তারা দাবি করেছেন, ‘আইনশৃঙ্খলা বাহিনীর আইন অমান্য করার দায় সাধারণ নাগরিকদের চেয়ে কোনো অংশেই কম নয়। আমরা এই হত্যাকাণ্ডের ও গুলিবর্ষণের ঘটনার নিরপেক্ষ বিচার-বিভাগীয় তদন্ত দাবি করছি এবং দোষী পুলিশ সদস্যদের দৃষ্টান্তমূলক শাস্তি দাবি করছি।’ 

বাঁশখালী বিদ্যুৎকেন্দ্রে সংঘর্ষে নিহত এক শ্রমিক

করোনাভাইরাস মহামারির এই দুর্যোগে শ্রমজীবী মানুষের মজুরি না দেয়া শ্রম আইন ও মানবাধিকারের লঙ্ঘন জানিয়ে তারা বলেছেন, ‘এস আলম গ্রুপের মতো ধনী শিল্পগোষ্ঠী কেন শ্রমিকদের বকেয়া বেতন পরিশোধ করেনি তার যথাযথ তদন্ত হওয়া প্রয়োজন।’ 

সকল শ্রমিকের বকেয়া মজুরি দ্রুত পরিশোধের দাবি জানিয়ে বিবৃতিতে বলা হয়, ‘শ্রমিকদের মজুরি প্রদানে অবহেলা করার কারণে এস. আলম গ্রুপের সঙ্গে কয়লা-বিদ্যুৎকেন্দ্র নির্মাণে সরকারের সঙ্গে যে চুক্তি হয়েছে, তা বাতিলের দাবি জানাই।’ 

বাঁশখালি বিদ্যুৎকেন্দ্রকে ঘিরে এর আগে ২০১৬ ও ২০১৭ সালেও হত্যাকাণ্ডের ঘটনা ঘটেছে এবং সেসব ঘটনায় কমপক্ষে মোট ছয় জন নিহত ও শতাধিক আহত হলেও হত্যাকাণ্ডের কোনো সুষ্ঠু বিচার হয়নি বলে উল্লেখ করা হয়েছে বিবৃতিতে। 

বিশিষ্ট নাগরিকদের মধ্যে আছেন গণস্বাস্থ্য কেন্দ্রের প্রতিষ্ঠাতা ও ট্রাস্টি ডা. জাফরুল্লাহ চৌধুরী, মানবাধিকার কর্মী হামিদা হোসেন, অধ্যাপক আকমল হোসেন, তত্ত্বাবধায়ক সরকারের সাবেক উপদেষ্টা সুলতানা কামাল, সাবেক মন্ত্রিপরিষদ সচিব আলী ইমাম মজুমদার, জাহাঙ্গীরনগর বিশ্ববিদ্যালয়ের শিক্ষক অধ্যাপক আনু মুহাম্মদ, নিজেরা করির সমন্বয়কারী খুশি কবীর, ব্র্যাকের নির্বাহী চেয়ারম্যান হোসেন জিল্লুর রহমান, টিআইবির নির্বাহী পরিচালক ইফতেখারুজ্জামান, মানুষের জন্য ফাউন্ডেশনের নির্বাহী পরিচালক শাহীন আনাম, আলোকচিত্রী শহিদুল আলমসহ আরও অনেকে।
