Statement on Consideration of TEPCO as Consultant of PSMP 2021

Our heartfelt thanks for taking the initiative to review the Power System Master Plan (PSMP) 2016 which was last revised in 2018. Experts in the power sector have said the growth of power demand as projected in the Revised PSMP 2016 is too high and therefore impractical [1] and it is time to revisit the plan[2].

Tokyo Electric Power Services Company Limited (TEPSCO), a subsidiary of Tokyo Electric Power Company (TEPCO) [3] had been appointed to prepare the Power System Master Plan 2010 [4] for the Ministry of Power, Energy and Mineral Resources (MOPEMR) of Bangladesh. It is pertinent to mention that TEPCO is the owner and operator of the Fukushima Daiichi Nuclear Power Plant, which after the severe accident on 11 March 2011 was convicted for ‘betrayal of the nation’s right to be safe from nuclear accidents’, despite previous warning [5].

The projection of national electricity demand by 2030 as projected by TEPCO in the PSMP 2010 was too high (38,685 MW) [6] and emphasized massively on coal (50%) [7]. The PSMP was revised in 2016 also by TEPCO [8] admitting that PSMP 2010 was impractical [9] and a new target of total installed capacity brought down at 31,000 MW by 2030 and 57,000 MW by 2041 with more dependency on coal (55%) was given [10]. The PSMP 2016 was revisited again in 2018 in accordance with the Vision 2041 document [11] and a further higher target of generating 41,890 MW by 2030 and 82,292 MW by 2041 where 40% and 32% will be contributed by coal [12] by 2030 and 2041 respectively was set [13].

TEPCO has serious conflict of interest issues in Bangladesh. After formulation of PSMP 2010, it had started work as EIA and Engineering Consultant for the Matarbari 600X2 MW Coal Fired Power Plant and Associated Facilities [14] and the Anowara-Matarbari 400 kV Transmission Line Project. It is also a front-runner candidate as EIA and Engineering Consultant for the Matarbari Kohelia Coal Power Plant. TEPCO has also joined in implementing the Expansion of Haripur Power Plant, Power Sector Capacity Building and constructing an underground substation for Dhaka Electric Supply Company Limited (DESCO) [15].
Moreover, the price of renewables has been consistently decreasing since the last decade [16]. According to a recent study, Bangladesh has the capacity of generating 156,000 MW electricity from Solar Photovoltaic and another 150,000 MW from wind [17] at a cost which is lower than new coal power plants [18]. However, TEPCO estimated only 10% power from renewables by 2030 in PSMP 2010 [19], 7% by 2041 in PSMP 2016 [20] and only 3.8% by 2041 in the Revised PSMP 2016 [21], although the Government of Bangladesh committed to ensure at least 10% power from renewable sources by 2021 [22]. So, it is clear that options of renewable sources were intentionally ignored by TEPCO during formulation of PSMP as they operate only 7.0 MW of Solar and 18.37 MW of Wind Power while 36,995.0 MW from fossil fuel and 17,308 from Nuclear [23].

After revising PSMP 2016 in 2018, TEPCO has changed its business model in Bangladesh and started intervening through JERA, one of its subsidiaries. In September 2019, JERA took 49% of the equity share in the Reliance Meghnaghat Combined Cycle Power Plant [24]. After a month, JERA also acquired 22% of the outstanding shares of Summit Power International Limited (SPIL) in October 2019 [25] to maximize its profit from the fossil fuel market in Bangladesh. JERA also has signed a Master Sale and Purchase Agreement (MPSA) with Rupantarita Prakritik Gas Company Ltd. (RPGCL) to sell LNG to the Bangladesh Government [26]. 

The above show that the TEPCO intentionally forced the PSMP to reflect an excessive dependency on fossil fuels, especially coal and LNG in order to further it’s business after massive losses post the Fukushima Daiichi Nuclear Disaster [27].
 
Hence, we demand that:
  • Tokyo Electric Power Company (TEPCO) must be dropped from consideration as Consultant for review of the Power System Master Plan (PSMP) of Bangladesh to ensure impartiality of the plan.
  • All approved and under construction Coal-fired Power Projects be cancelled, in line with the statement made by the Hon’ble State Minister for Power of Bangladesh on 24 June 2020 [28].
  • The target of 100 percent renewable by 2050 be incorporated in the PSMP, keeping to the recommendation of the Parliamentary Standing Committee on Environment, Forest and Climate Change Ministry on 26 July 2020 [29].

Editorial: Investing in renewables is the way of the future: They are cheaper and environment-friendly

Reforms desired in Bangladesh's energy sector have long been trapped in a policy dragnet that encouraged expansion of coal-based power generation while refusing to adopt cheaper, eco-friendly renewable energy on a scale that is necessary. With our fast-depleting gas reserves and the well-documented damaging effects of coal-based plants that far outweigh their benefits, a shift in existing policy is thus urgent. Experts have often noted how the policy continues to favour quick fixes over long-term reforms in line with questions of sustainability, future uncertainty about the availability of coal, its large carbon footprint and the global shift to renewable sources. At a webinar on Monday, speakers from Bangladesh and India also highlighted this issue. They specifically pointed to the Rampal power station in Bangladesh and the Adani-Godda power plant in Jharkhand, India, which they said threaten to destroy the environment as well as people's lives and livelihoods.

While China and India, the largest users of coal, are gradually winding down their dependence on it and shifting to renewable and nuclear energy, their continued mining as well as exporting of coal-related technology to countries like Bangladesh suggest their lack of concern for the wider ramifications of such a position. But the future lies in renewables, and so countries that are still heavily dependent on coal should seriously reconsider their policy. According to a recent report of the Carbon Tracker Initiative, a nonprofit research organisation, it is already cheaper to run new renewables than new coal plants in all major markets including the USA, China, India, etc. By 2030, it will be cheaper to build new renewables than to run existing coal plants everywhere. From an environmental perspective, any shift to renewables will remain incomplete unless everyone participates. Clearly, the enthusiasm for the long-term benefits that investment in renewable energy offers is not yet shared equally by everyone but the global crises of Covid-19 and climate change are proof that we, all of us, need to act fast. The business-as-usual approach is not going to work in this changing world.

It is also important for the energy planners of Bangladesh to consider the uncertainties surrounding imported coal. According to some experts, long-term supply of coal is becoming uncertain not because coal is running out or becoming costly, but because the future of mining coal itself is getting uncertain, thanks to the efforts of environmental activists and the anti-coal lobby targeting the insurers and re-insurers of coal mines and projects. Experts point out to reports of divestment of coal shares by some banks and pension funds as well as withdrawal of insurance, making coal mining and coal-fired power generation businesses unsustainable. Therefore, it is high time the authorities revisit their energy policy, phase out coal-based power plants and embrace renewable energy, which will not only be beneficial for our environment but also create thousands of jobs, especially in the rural sectors.

Experts slate coal-based power policy; urge focus on renewables

Bangladesh's policy to set up coal-fired power plants will result in a long-term financial burden, a speaker said at a webinar today.

The speaker, Bangladeshi researcher and activist Maha Mirza, criticised the "growth-based development model" of Bangladesh while speaking at a virtual seminar titled 'Indo-Bangla Energy Dialogue'.

"This growth model can't alleviate poverty or create jobs. The coal-based electricity generation policy will lock Bangladesh into a long financial burden, the same as India," Maha Mirza said.

"Renewable energy is getting cheaper worldwide and in India. We should opt for renewable energy instead of coal. Renewable energy will create thousands of jobs in the market," she added.

Speakers at the webinar also urged the authorities concerned to cancel Rampal coal-fired power plant in Bangladesh and Adani-Godda power plant in Jharkhand, India, terming those "destructive towards nature and lives".

The seminar was co-organised by Indian Social Action Forum (INSAF), Growthwatch, South Asian People's Action on Climate Crisis (SAPACC) from India, Life and Nature Safeguard Platform (LNSP) and Bangladesh Working Group on External Debt (BWGED) from Bangladesh, says a press release.

Addressing the webinar, eminent Indian environmentalist Soumya Dutta said Bangladesh must not destroy its natural shield to disasters, the Sundarbans.

"Super cyclone Amphan destroyed a million houses in West Bengal, the damage was severe. But the Sundarbans weakened the cyclone and hundreds of lives were saved in Bangladesh. It's a natural shield for Bangladesh which must not be destroyed," said Soumya.

"The mercury emission from Rampal plant will destroy the ecosystem of rivers and water bodies of the Sundarbans," he added.

Eminent Indian author, journalist and filmmaker Paranjoy Guha Thakurta said, "If India wants to export electricity to Bangladesh, they should export renewable energy as it is much cheaper than coal. Renewable energy is getting cheaper day by day in India."

Sreedhar Ramamurthi from India, managing trustee of Environics Trust, said that Adani-Godda coal power project is being constructed on fertile land and water will be taken from the rivers, which they are not allowed to do.

Santal communities are being evicted for the project while the lists of scams on Adani are endless, he added.

Indian journalist Abir Dasgupta, Bangladesh Supreme Court lawyer Barrister Jyotirmoy Barua, climate justice activist Tonni Nowshin, researcher Sajjad Hossain Tuhin, BWGED member secretary Hasan Mehedi also spoke at the virtual seminar.

The webinar was moderated by Indian climate activist Vidya Dinkar.

রামপাল ছাড়াও ভারতের আদানি-গড্ডা তাপবিদ্যুৎ প্রকল্প বাতিলের দাবি

রামপালের পাশাপাশি ভারতের ঝাড়খণ্ডে আদানি-গড্ডা কয়লাবিদ্যুৎ প্রকল্পটিও বাতিলের দাবি উঠেছে। বলা হচ্ছে রামপালের মতো আদানি-গড্ডা প্রাণ ও প্রকৃতি বিনষ্টকারী একটি প্রকল্প। এই প্রকল্প ওই এলাকার বায়ু ও পানি দূষিত করবে, জমির উর্বরতা নষ্ট করবে। এছাড়া ওই প্রকল্প বাস্তবায়ন করতে গিয়ে আদিবাসী সাওতাঁল সম্প্রদায়কে উচ্ছেদ করা হচ্ছে, কেঁড়ে নেওয়া হচ্ছে তাদের চাষের জমি।

সোমবার (২০ জুলাই) ‘ইন্দো-বাংলা এনার্জি ডায়ালগ’ শীর্ষক এক ভার্চুয়াল সেমিনারে বক্তারা এই দাবি তোলেন। ভারতের বেসরকারি সংস্থা ইন্ডিয়ান সোশ্যাল অ্যাকশন ফোরাম (ইনসাফ), গ্রোথওয়াচ ও সাউথ এশিয়ান পিপলস একশন ইন ক্লাইমেট ক্রাইসিস এবং বাংলাদেশের বৈদেশিক দেনা বিষয়ক কর্মজোট এবং প্রাণ ও প্রকৃতি সুরক্ষা সম্মিলিতভাবে এ সেমিনারের আয়োজন করে।

ভার্চুয়াল সেমিনারে বাংলাদেশের উন্নয়ন মডেলের সমালোচনা করে গবেষক মাহা মির্জা বলেন, ‘দেশের প্রবৃদ্ধি নির্ভর অর্থনৈতিক মডেল দারিদ্র্য দূর করতে বা নতুন কর্মসংস্থান তৈরি করতে পারছে না। কয়লাভিত্তিক বিদ্যুতের উৎপাদন বাড়ানোর যে লক্ষ্যমাত্রা নেওয়া হয়েছে, তা বাংলাদেশকে দীর্ঘমেয়াদী অর্থনৈতিক চাপে ফেলে দেবে। ভারতেও কয়লাবিদ্যুৎ অর্থনৈতিক বোঝা তৈরি করেছে।’ ভারতে নবায়নযোগ্য শক্তি থেকে বিদ্যুৎ উৎপাদনের খরচ কমছে উল্লেখ করে তিনি বলেন, ‘বাংলাদেশের উচিৎ ভারতের কয়লাবিদ্যুৎ নয়, নবায়নযোগ্য শক্তির পথ অনুসরণ করা।’

সেমিনারে ভারতের পরিবেশবিদ সৌম্য দত্ত বলেন, ‘রামপাল বিদ্যুৎকেন্দ্র সুন্দরবনের বায়ু ও পানি ব্যাপকভাবে দূষিত করবে। বিশেষ করে কয়লাবিদ্যুৎ কেন্দ্র থেকে যে পারদ নিঃসৃত হয়, তা পানিতে মিশে মাছ ও জলজ প্রাণী মেরে ফেলবে। সুন্দরবনের ক্ষতি মানে ভবিষ্যতে আম্পানের মতো ঘূর্ণিঝড় থেকে রক্ষা করার জন্য বাংলাদেশের কেউ থাকবে না।’

বক্তারা আরও বলেন, ‘ঘূর্ণিঝড় আম্পান ভারতের পশ্চিমবঙ্গে ১০ লাখেরও বেশি ঘরবাড়ি ধ্বংস করলেও বাংলাদেশে ক্ষয়ক্ষতি হয়েছে তুলনামূলক কম। শতাব্দীর অন্যতম শক্তিশালী এই ঝড়কে প্রতিহত করে অসংখ্য প্রাণ রক্ষা করেছে সুন্দরবন। অথচ রামপাল কয়লাবিদ্যুৎ কেন্দ্র নির্মাণ করে এই সুন্দরবনকেই ধ্বংসের মুখে ঠেলে দেওয়া হচ্ছে। বাংলাদেশ সরকারের উচিত অবিলম্বে এই বিদ্যুৎকেন্দ্র বাতিল করে সুন্দরবনকে রক্ষা করা।’

ঘূর্ণিঝড় আম্পান ভারতের পশ্চিমবঙ্গে ১০ লাখেরও বেশি ঘরবাড়ি ধ্বংস করলেও বাংলাদেশে ক্ষয়ক্ষতি হয়েছে তুলনামূলক কম। এ ঝড়কে প্রতিহত করে অসংখ্য প্রাণ রক্ষা করেছে সুন্দরবন। অথচ রামপাল কয়লাবিদ্যুৎ কেন্দ্র নির্মাণ করে এ সুন্দরবনকেই ধ্বংসের মুখে ঠেলে দেয়া হচ্ছে। তাই সুন্দরবনের স্বার্থে রামপাল কয়লাবিদ্যুৎ কেন্দ্র প্রকল্প বাতিল করা উচিত। গতকাল ‘ইন্দো-বাংলা এনার্জি ডায়ালগ’ শীর্ষক এক ভার্চুয়াল সেমিনারে বক্তারা এ কথা বলেন।

ভারতের বেসরকারি সংস্থা ইন্ডিয়ান সোস্যাল অ্যাকশন ফোরাম (ইনসাফ), গ্রোথওয়াচ ও সাউথ এশিয়ান পিপলস অ্যাকশন ইন ক্লাইমেট ক্রাইসিস এবং বাংলাদেশের বৈদেশিক দেনা বিষয়ক কর্মজোট এবং প্রাণ ও প্রকৃতি সুরক্ষা যৌথভাবে এ সেমিনারের আয়োজন করে।

Accident at Matarbari Coal Power Plant: 2 Workers Died on Spot

A worker of the under construction Matarbari Coal Power Plant at Maheshkhali in Cox's Bazar died on spot as an electric pillar fell upon him on Monday (13th July 2020) evening. The other labour who was working on the top of the pillar was severely injured and taken to Chittagong Medical College Hospital. He also died in the hospital.

Our local representative informed that the deceased was 32 years old young man from Dinajpur and appointed by POSCO Engineering & Construction Company Limited (Engineering Sub-contractor of Sumitomo Corporation).

The accident took place at around 4:00 pm in the Area-12 near the local site office of China Road and Bridge Corporation (CRBC), civil engineering contractor for road network.


Another worker was seriously injured and taken Chittagong Medical College Hospital. It is to mention that they had helmet or safety gear and there were no stay wires with the pillar to keep it standing.

বিদ্যুৎ ও জ্বালানির দ্রুত সরবরাহ বৃদ্ধি (বিশেষ বিধান) আইনকে অসাংবিধানিক উল্লেখ করে তা বাতিলের দাবি জানিয়েছেন কয়েকজন আইনবিদ। একই সঙ্গে তেল ও গ্যাসভিত্তিক সকল রেন্টাল ও কুইক রেন্টাল এবং কয়লাভিত্তিক বিদ্যুৎকেন্দ্র নির্মাণের পরিকল্পনাও অবিলম্বে বাতিলের দাবি জানিয়েছেন তারা।

শুক্রবার ‘চ্যালেঞ্জেস অব এনার্জি সেক্টর ইমিউনিটি ইন বাংলাদেশ’ শীর্ষক এক ভার্চুয়াল সেমিনারে বক্তারা এ দাবি জানান। বাংলাদেশের বৈদেশিক দেনা বিষয়ক কর্ম জোট এবং স্কুল অব পিপলস ল বিকেল পাঁচটায় যৌথভাবে এ সেমিনারের আয়োজন করে।

সেমিনারে বাংলাদেশ পরিবেশ আইনবিদ সমিতির (বেলা) প্রধান নির্বাহী সৈয়দা রিজওয়ানা হাসান বলেন, অতীতে দেশের মানুষ জন স্বার্থবিরোধী কয়লাবিদ্যুৎ প্রকল্পের বিরুদ্ধে আন্দোলন করতে পেরেছে। কিন্তু এখন মতপ্রকাশের স্বাধীনতা নেই, ২০০ মানুষও একটি বিদ্যুৎ প্রকল্পের বিরুদ্ধে আন্দোলন করতে গেলে সরকার তাদের দমন করবে।

রিজওয়ানা হাসান আরও বলেন, গত ১৪-১৫ বছরে সরকার একাধিক খসড়া কয়লানীতি করেছে, কিন্তু একটিও চূড়ান্ত হয়নি। অথচ কোনো নীতিমালা ছাড়াই ২৯টি কয়লাভিত্তিক বিদ্যুৎকেন্দ্র নির্মাণের পরিকল্পনা করে ফেলেছে। রামপাল বিদ্যুৎকেন্দ্রের কোনো গ্রহণযোগ্যতা মানুষের কাছে নেই, এটা জোর করে চাপিয়ে দেওয়া হয়েছে।

২০১০ সালে প্রণীত এ আইনের মেয়াদ ছিল দুই বছর। প্রথমে ২০১২ সালে আইনটির কার্যকারিতা দুই বছর এবং ২০১৪ সালে আরও চার বছরের জন্য বাড়ানো হয়। ২০১৮ সালে আইনটির মেয়াদ তৃতীয়বারের মতো ২০২১ সাল পর্যন্ত বাড়ানো হয়।

সেমিনারে মূল বক্তব্য উপস্থাপন করেন সুপ্রিম কোর্টের আইনজীবী ব্যারিস্টার জ্যোতির্ময় বড়ুয়া। তিনি বলেন, দ্রুত বিদ্যুৎ সরবরাহের বিশেষ বিধানটিকে দেশের আর সব আইনের ওপরে স্থান দেওয়া হয়েছে। এই আইনের বলে দেশের কোনো বিদ্যুৎ প্রকল্প বা বিদ্যুৎ প্রকল্প-সম্পর্কিত সরকারি সিদ্ধান্ত আদালতে চ্যালেঞ্জ করা যায় না। আইনটি দেশের সংবিধান পরিপন্থী মন্তব্য করে তিনি বলেন, নিরঙ্কুশ ক্ষমতা থাকায় আইনটি জনস্বার্থ রক্ষার পরিবর্তে ব্যক্তিগত স্বার্থ রক্ষায় ব্যবহৃত হচ্ছে।

বিদ্যুৎ সরবরাহের বিশেষ বিধানটি বাতিলের জন্য সম্প্রতি অনেকেই দাবি জানিয়েছেন। বিদ্যুৎ বিভাগের সাবেক সচিব ফওজুল কবির খান সম্প্রতি এক আলোচনায় বলেন, আইনটি বিদ্যুৎ উৎপাদনের ক্ষমতা বাড়াতে সাহায্য করেছিল, কিন্তু পরে এটি বিদ্যুৎ বিভাগের অদক্ষতার কারণে পরিণত হয়েছে। প্রয়োজন না থাকা সত্ত্বেও বারবার এর কার্যকারিতার মেয়াদ বাড়ানো হচ্ছে।

সেমিনারে আরও বক্তব্য রাখেন সুপ্রিম কোর্টের আইনজীবী কাজী জাহেদ ইকবাল, বাংলাদেশের বৈদেশিক দেনা বিষয়ক কর্ম জোটের সদস্য সচিব হাসান মেহেদী প্রমুখ। ভার্চুয়াল সেমিনারটি পরিচালনা করেন গ্রোথওয়াচের সমন্বয়ক বিদ্যা দিনকার।
